U.S. Lowers Antidumping Duty for Vietnamese Pangasius Exporters

The US Department of Commerce (DOC) has just announced the final results for the 19th anti-dumping tax review (POR19) on Vietnamese frozen pangasius fillets exported to the US during the period. The period from August 1, 2021 to July 31, 2022, accordingly, 6 Vietnamese pangasius export enterprises will enjoy low anti-dumping tax rates.

Specifically, according to the final results of the POR19 review, Vinh Hoan Joint Stock Company is entitled to a tax rate of 0.00 USD/kg; The other 5 enterprises are: Can Tho Seafood Import-Export Joint Stock Company, Loc Kim Chi Seafood Joint Stock Company, I.D.I Multinational Investment and Development Joint Stock Company, Hung Vuong Joint Stock Company, Cafatex Seafood Joint Stock Company are subject to an anti-dumping tax of 0.18 USD/kg.

The general anti-dumping tax rate that DOC imposed on Vietnamese pangasius exporters during this review is 2.39 USD/kg.

Compared to the preliminary review results of POR 19 announced in September 2023, the final tax rate of POR19 is 0.04 USD/kg higher. However, in general, the POR19 anti-dumping tax rate has been significantly reduced compared to the final results of the previous POR18 review. This is a quite positive signal for Vietnamese pangasius export businesses in the near future.

It is known that during the review of POR 19, DOC selected Indonesia as an alternative country to calculate the dumping margin because DOC believed that: Indonesia has a similar economy to Vietnam; There are goods similar to those under investigation during the review period and Indonesia provides reliable data that the DOC can use to evaluate Vietnam's production factors.

On August 25, 2023, DOC also issued a notice allowing parties to submit requests for anti-dumping tax review for the next review period (POR20), for the period August 1, 2022 - July 31, 2023. 2023. The final deadline for receiving applications was August 31, 2023. Currently, DOC is considering the next round of administrative review - POR20.

According to the Vietnam Association of Seafood Exporters and Producers, seafood exports in the first 2 months of the year reached over 1.3 billion USD, up 23% over the same period in 2023. Particularly, pangasius exports in the first 2 months of the year reached nearly 300 million USD, an increase of 15% over the same period. Pangasius exports to some main markets such as the US and EU have recovered and have promising prospects.
