'What the Council Did Is a Disgrace': Conarpesa Challenges Shrimp Tail Quota Decision

BUENOS AIRES – The Federal Fisheries Council (CFP) has sparked a major controversy in the fishing sector by approving a minimal increase in the on-board production of shrimp tails, a decision that, according to the industry, contradicts the technical criteria of INIDEP. The measure has been called "a disgrace" by Fernando Álvarez, president of the company Conarpesa, who has announced that the company will legally challenge the resolution.
Conarpesa, along with the chambers CAPECA and CAPIP, had requested an increase from 30% to 50% in the production quota. However, the CFP only authorized an additional 6%, raising the percentage to 36%. According to Álvarez, this increase is laughable, as a coefficient imposed in 2022 by Carlos Liberman limits the actual production to 23 tons per hundred, a marginal increase from the previous 20 tons.

In an exclusive interview with Revista Puerto, Álvarez expressed his outrage over the discrediting of INIDEP, whose technical recommendation supported the requested increase. The businessman stated that he will file a legal complaint to investigate the alleged participation of Carlos Liberman in the deliberation, despite being legally barred from commenting on matters related to Conarpesa.
The accusations extend to the union sphere, with Álvarez pointing out that the opposition came from the representative of the Province of Buenos Aires and that of Tierra del Fuego. The latter, according to the businessman, allegedly received a call from his governor ordering him to vote against, influenced by Raúl Durdos, general secretary of SOMU.
Market Differences and Business Defense
Álvarez also dismissed the concerns of the fresher boat sector, assuring that the business of frozen-at-sea tails does not compete with tails processed on land. He explained that frozen shrimp tails on boats are a premium product intended for European markets like Italy, while tails from fresher boats are used for reprocessing. "One business has nothing to do with the other," he stated, highlighting that Conarpesa is a major player in both sectors from its plants in Rawson.
The company and the industrial chambers refuse to accept the decision and plan to continue the legal and political battle to reverse a resolution they consider an affront to technical logic and the interests of the freezing sector.
