Echebastar’s tuna fishery shouldn't have MSC certification, concludes adjudicator

The MSC Fisheries Standard independent adjudicator presiding over the objection process for the Echebastar Indian Ocean purse seine tuna fishery assessment concluded that the “fishery itself must fail” the assessment process.
The adjudicator, Eldon Greenberg, considered that the objection of the World Wildlife Fund to the scoring of PI 1.2.2 of the Behaviour Indicator of the MSC Fisheries Standard should be upheld and explained he took this decision based on the fact the Scoring Guidepost level of 60 could not be met.
“Because of this definitive resolution of the objections made in this proceeding, I did not believe it necessary to reach the other grounds of challenge asserted by the objectors,” Greenberg claimed.
He also explained that another objector to his decision, the International Pole and Line Foundation (IPNLF), disagreed with him despite admitting that the Final Report and Determination was “badly flawed and indefensible” and that the Conformity Assessment Body (CAB) “had failed to adequately justify” its scoring.
The adjudicator stressed that the CAB had argued that a score of 60 for PI 1.2.2 was justified due to the need to harmonize the results of the assessment with those for the Maldives skipjack pole and line fishery and the Maldives yellowfin pole and line fishery.
The Echebastar fishery had entered into full assessment on the 22 January 2013. The assessment process had two periods for stakeholders’ input in order to ensure the participation of all interested parties and consideration of all relevant and up-to-date information related to the fishery.
The independent ruling was triggered by objections received from IPNLF and WWF. The independent adjudicator considered these objections alongside Acoura’s response to the objections, which were presented to him in a hearing on the 31 July.
