Mexican fleet closes bluefin tuna season after completing 80pc of its quota

At the conclusion of the 2019 fishing season for bluefin tuna in the eastern Pacific Ocean, the Government of Mexico satisfactorily complied with the catch quota and even fell short of the limits established by the Inter-American Tropical Tuna Commission (IATTC), reported the National Commissioner of Aquaculture and Fisheries, Raúl Elenes Angulo.
He indicated that the deconcentrated agency of the Ministry of Agriculture and Rural Development (Sader) carried out specific ordering actions to comply with national regulations, prevention and surveillance, as well as a system of documentation of catches and enforcement of the Law.
He explained that the 2019 catch of bluefin tuna closed at 2,249 tons, which was already notified to the IATTC and its member countries. This figure represents 80 per cent of the fishing quota for the current year and was agreed with the sector.
It was, he said, an agreed strategy with the tuna industry, which decided to apply a "technical stop" and close the bluefin tuna season (which began on January 20) earlier.
The Commissioner of Fisheries stressed that, with this measure, Mexico has already placed itself in compliance with the catch as a member of the IATTC, after having replaced, from the biennial catch limit, the 483 tons overcaptured in the 2018 season.

He pointed out that when considering the importance of fair and healthy competition and participation in this fishery, which contribute to the sustainability of the resource, CONAPESCA put into operation a series of activities, coordinated with the tuna industry of the Eastern Pacific Ocean, among which:
- Designation of a Federal Fishing Officer for each vessel to verify strict compliance with the catch of the species.
- Publication, in the Official Gazette of the Federation, of the Secretarial Agreement on bluefin tuna that will be updated for the 2020 season.
- Follow up of the cathes made by the vessels under the supervision of observers of the Research Trust for the Development of the National Program for the Use of Tuna and Dolphin Protection and others around Aquatic Protected Species (FIDEMAR).
- Carry out a documentary review of the International Commission for the Conservation of Atlantic Tunas (ICCAT) Master and Bluefin Tuna Catch Document (BCD), documents through which bluefin tuna is exported to international markets.
He stressed that CONAPESCA will continue with its work to maintain order in the tuna fisheries, in line with and following the guidelines established by President Andrés Manuel López Obrador and in compliance with Mexico's commitment to "zero tolerance", within the framework of the IATTC.

For this reason, he said that the agency will carry out inventory audits in farms of all companies, reactivate the NOM-021-SAG / PESC-2017 for the responsible aquatic exploitation of bluefin tuna, in floating cages in waters of federal jurisdiction of Mexico in the Pacific Ocean, and will put into operation the Catch Documentation System (RENACATUN).
Finally, Elenes Angulo pointed out that CONAPESCA is working on the legal scaffolding that guarantees full compliance with legal and orderly fishing, with the aim of capturing 3.268 tons in the 2020 season.
