US adjusts anti-dumping rates on Vietnamese pangasius

The United States Department of Commerce (DOC) has announced its decision to set a preliminary adjustment on tariffs imposed on imports of Vietnamese frozen tra fillets into the US.

The US-based Vietnam Trade Office (VTO) informed that, as per its tenth administrative review (POR 10) performed by the US government, these anti-dumping duties will range from zero to USD 2.39 per kilogram on Vietnamese pangasius fillets imported to the country between August 2012 and July 2013, VietNamNet Bridge reported.

According to the DOC's preliminary decision, Vinh Hoan JSC -- which was under investigation and taken off the list of catfish exporters -- will enjoy a zero tax rate.

Meanwhile, tariffs for Hung Vuong Group and 23 other companies were dropped from USD 1.2 to USD 0.58 per kilogram.

AnviFish was subject to the highest rate of USD 2.39 per kilogram as it did not supply specific timely information to the DOC.

The VTO stressed the Vinh Hoan case is a big success as it is the leading pangasius exporter to the US. However, it claimed the tariffs are unreasonable as the DOC used Indonesia as a reference country to calculate the dumping margin.

Considering its statistics, Viet Nam's General Department of Customs pointed out that the tra fish export value to the US in the first five months, showed a year-on-year drop of 26 per cent to USD 126.6 million.

Viet Nam Association of Seafood Exporters and Producers (VASEP) issued reports indicating that there was also a decline in the total export value to Vietnam’s two key tra fish markets -- the US and the EU --, which accounted for 39.3 per cent over the past few months.

VASEP expected the exports of Vietnamese tra fish to the two markets to recover by the end of this year.

On the other hand, other key export markets for Vietnamese tra fish, such as Brazil, Mexico, China and Hong Kong continued to grow, along with Colombia and Saudi Arabia.

The new tariffs won’t be in effect until the final determination is issued and relevant parties will have 120 days to consider the preliminary decision.
