Some fishes with high economic value in the world's fishing areas are currently in the stage of overexploitation It is expected that international rules will be further tightened in the future, which will further restrict distant water fishing behavior. At present, the three major pelagic fishery bases in China have relatively limited management tentacles due to their low levels, and there is no stage for good management ideas and management talents to display. In addition, the incomplete separation of government and enterprise and unclear functional positioning lead to a large management burden on enterprises, which prevents them from concentrating on their main business for development.

Moreover, the three distant water fishery bases have been established for a short period of time, their cultural construction is not perfect, their management models are different, and their location advantages are greatly different, so they cannot effectively form a coordinated development effect of the national distant water fishery.

Led by relevant national ministries and commissions, on the basis of the existing three major national-level pelagic fishery bases, a central management enterprise will be established, which will be directly under the overall management of the central management enterprise. Or use the current dominant state-owned enterprise China Agricultural Development Group Co., Ltd. as a platform to incorporate it into the unified management and operation of its affiliated offshore sector, coordinate provincial and regional resources and human resources, and maximize the value of synergizing the management of national oceanic fishery bases. The distant water fishery industry chain, supply chain, and innovation chain can be optimized from the national layout, give full play to the advantages of central enterprise management, systems, and talents, and give policy advantages in project declaration, policy implementation, talent support, and regional development to better promote the three major industries. Build a multi-level talent training system, give full play to the advantages of the management platform, closely contact some marine universities, scientific research institutes and management institutions, explore the "order-based" production-education integration training model for pelagic fishery talents, and promote the training model of high-level pelagic fishery enterprise managers The construction of the company will strive to build a group of outstanding young management teams who understand the ocean, love fishery, and know fishery well. Incorporate national strategies, foreign-related management, etc. into the training and construction courses of pelagic fishery talents, provide cross-regional talent mobilization, communication and learning channels, and provide more space for talent training.
