PRODUCE Approves Modifications to the Sanitary Standard for Live Bivalve Mollusks

Extraction of bivalve mollusks would require 12 thousand jobs

The Ministerio de la Producción (PRODUCE) approved the modifications to the Health Standard for Live Bivalve Molluscs, Supreme Decree No. 07-2004-PRODUCE, through which the conditions and health safety requirements that bivalve mollusks destined for trade must meet will be regulated. or its processing for human consumption, including requirements for extraction and collection areas and for aquaculture concessions.

The modifications made to the standard refer to articles 13, 14, 18 and 19, linked to the evaluation, revaluation, classification and sanitary reclassification of production areas. As well as, the general and operational conditions.

“With these modifications, Peru will be complying with the standards required by the European Union. In 2023 we will reach 24 markets worth U$D 82 million, representing 4.5% of exports of products for direct human consumption. It is expected that by 2026, not only the number of markets will increase, but also export volumes,” highlighted the Minister of Production, Sergio González.

It should be noted that exports of bivalve mollusks to the European Union represent more than 60% of the total exported product, with the main European comparators being: France, Italy, Germany and Spain, among others.

The amendment to DS 007-2024-PRODUCE will benefit more than 300 artisanal fishing social organizations dedicated to mariculture nationwide, for the extraction of bivalve mollusks..

Finally, with these modifications we will have a norm equivalent to the standards required by the European Union, and will allow us to carry out the procedures to request the inclusion of non-pectinids in the list of bivalve mollusks for export to the European Union.

International bivalve mollusks market

At a global level, the import market for non-canned bivalve mollusks represents 13,544 million US$D FOB, with the main consumers being Spain (16.75%), China (14.63%), Italy (11.31%), the USA (8.8%) among others.

Of this total, European Union imports of non-pectinid bivalve molluscs were around US$319 million among fresh chilled (clam/others), frozen (clam/others) and canned (clam/others) products.

It should be noted that Peru is currently the fifth largest exporter of non-canned bivalve mollusks in the world (behind Japan, China, Canada and the USA), with a value of US$ FOB of 82.6 million in 2023, being our main markets Spain (25.5 million – 30.9%), France (13.2 million – 16.0%), South Korea (8.3 million – 10.1%) and the United States (6.5 million – 7-8%).

In terms of exports, in the last five years, the value of exports of bivalve mollusks was more than USD 101 million. In 2023, it contributed 4.6% to CHD fishery exports and 2.8% to national fishery exports.

Among the ten main destination markets for Peruvian exports of these resources were Spain, France, South Korea, the United States, Japan, Belgium, Italy, Taiwan, Denmark and Chile. These countries together represented 91.2% of total exports, reaching a value of USD 82.7 million.

The extractive activity of bivalve mollusks would demand around 12 thousand jobs (3 thousand direct and 9 thousand indirect) throughout the chain of extractive fishing activity.
