China is a Key Partner of Russia in Fishing

Bilateral cooperation between Russia and China is based on mutual interests and a long-term perspective.

“Moscow and Beijing have a really solid track record of practical cooperation. In 2023, bilateral trade turnover increased by almost a quarter and reached good figures – $227 billion,” noted Russian President Vladimir Putin at a meeting with Chinese President Xi Jinping.

Partnership between states in the field of fisheries is also of great importance. The PRC is a key consumer of Russian fish products: China accounts for about 70% of domestic fish exports. According to Chinese customs statistics, in 2023, supplies of fish products from Russia reached 1.27 million tons (36% more than the same period in 2022), in value terms - almost $2.9 billion (+ 5%). This was a record figure over the past five years.

The growth dynamics of Russian exports continue this year. Over the three months of 2024, 274.4 thousand tons of fish products were supplied to China (+33% compared to the same figure last year).

The countries are united not only by “fish” trade turnover. Russia and China have border water bodies - the Amur and Ussuri rivers, and, accordingly, jointly manage fish stocks. Every year, both states coordinate activities to control and regulate fishing, as well as measures for the artificial reproduction of fish resources. Scientific and technical cooperation plays an important role in this work: ties between the All-Russian Research Institute of Fisheries and Oceanography (VNIRO) and the Chinese Academy of Fishery Sciences are currently being strengthened.

In addition, Russia and China are strengthening cooperation in the field of combating illegal, unreported and unregulated fishing of living marine resources (IUU fishing). By the end of 2024, Russia and China plan to switch to an electronic system for issuing export certificates of origin of aquatic biological resources.

There are three intergovernmental agreements between the Russian Federation and the People's Republic of China:

  • Agreement between the Government of the USSR and the Government of the People's Republic of China on cooperation in the field of fisheries dated October 4, 1988.
  • Agreement between the Government of the Russian Federation and the Government of the People's Republic of China on cooperation in the field of protection, regulation and reproduction of living water resources in the border waters of the Amur and Ussuri rivers dated May 27, 1994 (30 years old in 2024).
  • Agreement between the Government of the Russian Federation and the Government of the People's Republic of China on cooperation in the field of preventing, deterring and eliminating illegal, unreported and unregulated fishing of living marine resources dated December 6, 2012.
