The Patagonian Parliament asked to restore refunds on exports

Southern legislators delivered a consensus document to the President of the Nation. In addition to demanding a new reimbursement scheme for Patagonian ports, they proposed a differential pension system for workers in the fish industry and a reduction in liquid fuels.

President Alberto Fernández received this Wednesday at Casa Rosada deputies from the Patagonian Parliament, which brings together the provinces of Tierra del Fuego, Santa Cruz, Chubut, Río Negro, La Pampa and Neuquén, to analyze a series of proposals that seek to promote the development of the region. The so-called "Santa Rosa document" where it was agreed weeks ago, raises as one of the main requirements, the restitution of a "reimbursement" scheme for exports through Patagonian ports, which has had different approaches in recent governments due to the ' fiscal bleeding' that it represents; Another of the items of the region's demands is that a special retirement regime be established for workers in the fishing sector, an issue that has been a project in Congress for years, but there was never a political consensus for its viability.
 
Tax benefits to employers
 
On the other hand, the document, signed by the heads of the provincial legislatures, establishes the management of the reestablishment of CONADEPA (National Commission for the Patagonian Region), which ceased to meet more than two decades ago. In addition, it reiterates the need to have differential rates for liquid fuels; At the same time, it requests the creation of a Patagonian Employment Promotion Regime that grants tax benefits to employers that generate new jobs.
 
Refloat CONADEPA
 
The body that brings together the Patagonian provinces issued a statement with seven points where they agree: manage the prompt reestablishment of the National Commission for the Patagonian Region (CONADEPA). It was created during the presidency of Raúl Alfonsín, through decree 527 of April 15, 1986 and was originally called the National Commission for the Patagonia and Capital Project. Its original function was to establish private investments in the Patagonian region. The Commission worked during the Menem period and was in charge of Oscar “Tatín” López Salaberry from Chubut.

Regional asymmetries
 
The list of requirements proposes to insist on the restitution of the Additional Reimbursement Regime for merchandise exports that are carried out by ports and customs located “south of the Colorado River, a fundamental tool for the Patagonian zone, which will allow generating an incentive when competing on equal terms with the large urban centers of the country, an initiative that is in the Chamber of Deputies of the Nation”.
 
Early retirement
 
Meanwhile, it is proposed to promote the sanction of the Law that creates a Differential Pension Regime for Workers in the Fish Industry, "a pillar activity in the region, with the aim of attending and responding to the sector that is exposed to great risks inherent to the tasks that are carried out in itself, and that imply the presence of chemical, physical or biological agents that are harmful to the health of the workers, a project that has been in the National Deputies since 2010”, they detailed to the President Alberto Fernandez.
 
Differential fuel
 
The Patagonian parliamentarians once again requested "the need to have differential rates for liquid fuels in the region, considering that our provinces contribute with their hydrocarbon industry to the entire country, a resource that is not renewable, and for which we need to count with benefits that reduce the asymmetries of our Patagonia with the large production centers”, is justified as an argument to return to the benefit.

Next meeting in Chubut
 
The list of issues is completed with "insist on the claim of sovereignty over the Malvinas Islands and take steps to form a Comprehensive Hydrogen Table."
 
At the end of the meeting, the head of the Patagonian Parliament, Emmanuel Trentino, stressed that "it is the first time that we are received by a President with a government that understands it as a federal issue," the Fuegian legislator remarked. "The Executive has a federal agenda with issues that are more in practice than in words."
 
"For this reason, we give him all the unconditional support to work together and he counts on the Parliament to bring solutions to the neighbors of the region," concluded Trentino.
 
On the occasion, they invited Alberto Fernandez to the next meeting of the Patagonian Parliament that will take place on August 16 and 17 in Chubut, in the cities of Rawson and Puerto Madryn, where there could be news regarding the broad agenda proposed to the Pink House.
