On March 21, with the first ray of sunshine in the morning, the Chinese ocean-going fishing vessels "Zhongyang 16" and "Zhongyang 88" that had been operating overseas for more than two years slowly docked. After the center project, ocean-going fishing boats berthed at Dachan Bay Port for the first time.
 
On the morning of the 22nd, at the No. 5 berth of Dachan Bay Wharf, accompanied by loud fishing chants, tuna from the Pacific Ocean were dragged out of the freezing room at minus 60 degrees Celsius by the workers, and were simultaneously operated by two cranes. It is reported that the two ships sailed for nearly three years and reached the sea area of 88° West Longitude in the Eastern Pacific Ocean as far as they could. They harvested a total of 1,200 tons of pelagic fishing products, with a maximum annual output of 500 tons, which was 100 tons higher than the previous highest annual output. Dachan Bay has 327 tons, which can be said to be full of harvest.
 
Xie Xie, deputy general manager of Shenzhen Shuiwan Ocean Fishery Co., Ltd. , said that some of the 327 tons of tuna will be exported abroad, while the rest will be distributed to high-end restaurants in coastal cities in China.
 
"Our goods can be directly declared to the customs, which speeds up the circulation of fish goods. After processing in the processing plant, they can reach the table in two days at the earliest. The turnover of fish is faster, and our capital turnover is also faster." Xie Xie said happily. .
 
It is reported that the two ocean-going fishing vessels are tuna longline fishing vessels, which went to the high seas of the Pacific Ocean for production operations in June 2020 and April 2021 respectively.

Luo Jing, the fourth-level director of the Ship Supervision Section of Dachan Bay Customs affiliated to Shenzhen Customs, said that in view of the characteristics of ocean-going fishing vessels, Da Chan Bay Customs has set up a special work team to formulate regulations in terms of declaration, port loading and unloading, shipside supervision, inspection, crew shift, etc. A series of optimized supervision measures were adopted, and the inspection mode of "side-by-side verification, direct unloading and direct inspection, and immediate inspection" was finally determined to minimize the customs clearance time and ensure that the goods are fresh into the port.
 
 
The inspection mode of "side-by-side inspection, direct unloading and direct inspection, and immediate inspection" adopts an innovative loading and unloading mode, that is, the loading and unloading of sea fishing goods is carried out when the top freezer is opened, which is more efficient than the previous side-opening freezer loading and unloading method ,low cost.
 
At the same time, in order to speed up customs clearance, the supervision is directly on the side of the ship, and the goods are directly lifted off the shore. This supervision method can reduce the time for fish to stay at the dock, greatly improve the efficiency of customs clearance, and avoid changes in the quality of low-temperature frozen fish. It also saves operating costs.

Shenzhen is the main force for the development of distant water fisheries in Guangdong. The "Shenzhen Modern Fishery Development Plan (2022-2025)" clearly states that by 2025, the quality and efficiency of Shenzhen's modern fishery development will be significantly improved, and a modern industrial cluster with regional competitiveness will be formed. Six industrial clusters will be established, of which The International Tuna Trading Center, which is based on the third-phase reclamation area of Da Chan Bay, is a national-level demonstration project of Shenzhen's modern fishery development plan, and will create a global mid-to-high-end aquatic product trading experience zone.
