On November 25, the highly anticipated 2023 China Offshore Squid Fishing Industry Development Report was officially released at Shanghai Ocean University. Jointly compiled by the China Offshore Fisheries Association and Shanghai Ocean University, the report (hereinafter referred to as the Report) spans over 14,000 words and took more than five months to complete. It reflects the collective expertise and dedication of contributors from one guiding organization and six participating entities.

The Report aims to implement the Ministry of Agriculture and Rural Affairs' "Opinions on Promoting the High-quality Development of Offshore Fisheries in the 14th Five-Year Plan." It seeks to advance the sustainable growth of China's offshore squid and saury industries while highlighting China's leadership in the global squid fishing sector.

The Report provides a comprehensive overview of the offshore squid and saury industries' performance in 2023. It examines key challenges facing the industry and offers targeted recommendations to foster sustainable development. Divided into 10 chapters, the document addresses various topics, including industry scale, deep-sea squid and saury fishing operations, processing, market trade, technological advancements, international fishery governance, compliance, management systems, industry self-regulation, and a forward-looking outlook. It also features insights into corporate best practices, notable events, and achievements that collectively showcase the industry’s landscape.

Over three decades of relentless effort have propelled China's offshore squid fishing industry to a position of global prominence. For more than 10 consecutive years, China has led the world in annual squid production. The Report highlights the industry’s achievements in areas such as standardized management, international compliance, technological innovation, market expansion, industrial chain development, and self-regulation.

However, it also identifies pressing challenges, including the impact of climate change on marine resources and rising labor costs. To address these, the Report recommends strategies such as:

  • Deepening research on squid resources.
  • Accelerating technological innovation.
  • Supporting industry consolidation and excellence.
  • Strengthening market research and index applications.
  • Enhancing international cooperation.
  • Prioritizing talent development.

The release of the Report offers a valuable scientific foundation for government policymaking and provides an informative resource for industry stakeholders to better understand the current state and future opportunities in China’s offshore squid fishing sector. It represents a significant step toward fostering the sustainable and high-quality development of the industry.
