Quang Nam Targets End to 'Three No’ Fishing Vessels by November

The central coastal province of Quang Nam is intensifying efforts to eliminate “Three No’s” fishing vessels — those lacking registration, fishing licenses, or inspection certifications — by the end of November.

According to Vo Van Long, Director of the Provincial Fisheries Sub-department, 2,997 vessels in the province are already registered, leaving 80 vessels still unregistered as of November 8.

As part of Vietnam’s broader commitment to tackling illegal, unreported, and unregulated (IUU) fishing, the province is implementing measures to meet the European Commission’s standards and address its “yellow card” warning. The provincial Fisheries Sub-department is collaborating closely with border guard posts along Quang Nam’s coast, tightening controls at checkpoints to prevent non-compliant vessels from entering or leaving local waters. Additionally, the department will begin immediate monitoring of seafood catches at private and traditional fishing ports to ensure compliance.

Throughout 2023, the provincial Department of Agriculture and Rural Development, in partnership with the Border Guard Force, has conducted awareness campaigns, patrols, and inspections. To date, these efforts have resulted in over 150 cases related to IUU fishing violations, with 107 cases incurring fines totaling more than 2.22 billion VND (87,500 USD). Many violations pertain to the misuse or disabling of required communication and monitoring devices on fishing vessels.

Ho Quang Buu, Vice Chairman of the Provincial People’s Committee, affirmed that strict action will be taken against fishing vessels that operate without functioning monitoring devices or that ignore authorized fishing boundaries.
