Vietnamese government drastically implements urgent solutions to combat illegal fishing

The Government Office issued Notice No. 468/TB-VPCP dated November 14, 2023, conclusion of Deputy Prime Minister Tran Luu Quang at the meeting with the Ministry of Agriculture and Rural Development about some urgent and difficult tasks that need to be resolved in the fields of fisheries and forestry.

The Deputy Prime Minister requested Ministers, Heads of relevant Ministries and agencies and Chairmen of People's Committees of centrally run coastal provinces and cities to urgently direct the serious and drastic implementation of the Prime Minister's direction. Prime Minister in Official Telegram No. 1058/CD-TTg dated November 4, 2023 on focusing on implementing urgent tasks and solutions, focusing on combating illegal, unreported and unregulated seafood exploitation. Determine and remove the EC's "Yellow Card" warning and other relevant directive documents; Be responsible to the Prime Minister for the results of implementing the fight against IUU fishing in the locality.

In particular, the Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to preside over and work directly with the Ministry of Justice to agree on a plan to amend and supplement Decree No. 26/2019/ND-CP and Decree No. 42/2019/ND-CP of the Government according to the recommendation of the EC to soon submit to the Government for promulgation, completed before November 30, 2023.

The Ministry of Agriculture and Rural Development presides and negotiates with the EC in the direction of not including regulations on controlling imported aquatic products by Container ships for albacore tuna, completed before November 30, 2019. 2023.

At the same time, urgently amend and supplement Circular No. 23/2018/TT-BNNPTNT dated November 15, 2018 to guide localities to completely handle the "03 no" fishing vessel group, complete and promulgate. before January 31, 2024.

Urging, guiding, and inspecting law enforcement and handling of administrative violations in the fisheries sector, especially the sanctioning of administrative violations for illegal fishing in coastal waters out and lose VMS connection, especially concentrated in key provinces with many violating fishing vessels such as: Kien Giang, Ca Mau, Ben Tre, Binh Thuan, Ba Ria - Vung Tau, Bac Lieu, Tien Giang, Binh Dinh , Khanh Hoa, report to the Prime Minister before January 31, 2024.

Advise and organize meetings of the National Steering Committee on IUU with relevant departments, ministries, branches and localities to continue directing the drastic and effective implementation of tasks and solutions to combat IUU exploitation. in the first week of December 2023.

Implement peak measures to prevent and stop illegal fishing vessels in foreign waters

The Ministry of National Defense presides over and coordinates with the Ministry of Agriculture and Rural Development and coastal provinces and centrally run cities to carry out peak patrols, control and have effective solutions to prevent and stop Stop the situation of fishing vessels violating illegal fishing in foreign waters from now until April 2024 (when the EC comes for the 5th actual inspection).

The Ministry of National Defense directed the Border Guard Command to prioritize and strengthen forces at coastal border posts and stations to strictly control fishing vessels entering and exiting ports; Have solutions to propagate, mobilize, prevent and handle fishing vessels and fishermen at risk of illegal fishing violations in foreign waters, and have timely plans to prevent and handle violations.

Prosecute cases of brokering Vietnamese fishing vessels for illegal fishing

The Ministry of Public Security urgently consolidates records and prosecutes cases of brokering and connecting Vietnamese fishing vessels and fishermen to illegally exploit seafood in foreign waters; Urgently coordinate with relevant departments, ministries and branches to remove difficulties in handling, resolutely investigate, prosecute and adjudicate violating organizations and individuals.

The Deputy Prime Minister requested the Chairman of the People's Committees of coastal provinces and centrally run cities to directly direct the implementation of urgent tasks from now until April 2024.

Completely handle the "03 no" group of fishing vessels

Coastal provinces and centrally run cities shall preside over and coordinate with the Ministry of Agriculture and Rural Development to have solutions to strictly manage and thoroughly handle the "03 no" group of fishing vessels, ensuring no violations of illegal seafood exploitation.
