Finance Driving High-Quality Development in Fisheries: Special Session on Offshore Fisheries Held in Zhoushan

To advance relief measures by the Ministry of Agriculture and Rural Affairs for distant-water fishing enterprises and streamline financing channels for their growth, a special event focusing on high-quality fisheries development through financial support was held on November 21 in Zhoushan, Zhejiang.
The event was attended by key officials from the Ministry's Planning and Finance Department and Fisheries Administration Bureau.
The gathering brought together 41 financial institutions, including banks, leasing firms, funds, and insurance providers, alongside 82 enterprises involved in offshore fisheries. Twelve companies delivered compelling presentations outlining their business strategies, financing needs, and development goals. Discussions with financial institutions covered areas such as growth prospects, revenue streams, and risk management practices.
Several agreements were signed during the event, securing over 5 billion yuan (U$D 690M) in financing. These agreements span the entire offshore fishery industry chain, encompassing activities such as fishing, processing, services, and base infrastructure, along with diverse financial products like credit, leasing, and insurance. Participating financial institutions emphasized their commitment to forging long-term partnerships with distant-water fishing enterprises, innovating financing models, and delivering tailored financial services to support the sustainable growth of the industry.
The event was co-hosted by the Zhejiang Provincial Marine Economic Development Department, the Zhoushan Municipal People's Government, and the Engineering Construction Service Center of the Ministry of Agriculture and Rural Affairs. It was organized by the Zhoushan Municipal Marine Economic Development Bureau, the China Offshore Fisheries Association, and the Zhejiang Offshore Fisheries Association.
More than 200 representatives attended, including officials from provincial fishery authorities such as Shandong's Department of Agriculture and Rural Affairs and Fujian's Ocean and Fisheries Bureau, financial institutions, and offshore fishery enterprises. Attendees also toured key facilities, including the Zhoushan National Offshore Fishery Base, local fishing ports, and offshore fishery enterprises.
