The Government Approved a List of Obligations for Enterprises Engaged in Commercial Fishing

On September 1, a new federal law comes into force, according to which enterprises, individual entrepreneurs and organizers of recreational fishing who want to gain access to the production of anadromous fish species will have to participate in the socio-economic development of the corresponding region.

The government has signed an order approving an approximate list of such obligations.

Salmon fishing occupies a fairly large market volume and has good profitability for business. These obligations are aimed both at the development of the fishery complex and at the development of the regions.

In particular, the proposed obligations include participation in events implemented using extra-budgetary funds and aimed at improving public spaces, developing social, transport and engineering infrastructure with an emphasis on rural areas of the region in which the fishing site is located.

In addition, there are obligations to process and sell a share of fish products in the relevant region, as well as to employ the local population and create opportunities for students to undergo internships in the fishing industry.

If the period of use of a fishing area is extended for a 20-year period without holding a tender, then the amount of funds invested in the socio-economic development of the region should be from 10 to 20% of the fee for using the fishing area.

The ability to renegotiate contracts without bidding is important for users who have spent years investing in production, infrastructure, protection of aquatic biological resources and ultimately ensuring the development of the coastal area.

For new users, the volume of investment will be set by regional authorities as part of an auction.
