Peruvian Government Finally Announces Supreme Decree to Combat Illegal, Unreported and Unregulated Fishing

The Government of Peru has enacted Supreme Decree No. 014-2024-PRODUCE, which establishes key measures to prevent, discourage and eliminate illegal, unreported and unregulated (IUU) fishing. This decree represents an important step in the protection of the country's fishery resources, as well as in the conservation of marine ecosystems.
The head of the Ministry of Production, Sergio González Guerrero, made the announcement to the media late on Wednesday.
Coordination between Ministries
The decree was issued jointly by the Ministry of Production and the Ministry of Defense, who will work within their powers to ensure its correct implementation. The Ministry of Production, as the central authority in fisheries and aquaculture, will have the support of various institutions to carry out the established provisions.
Homologation of satellite signals for foreign vessels
One of the key points of the decree is the homologation of satellite positioning signals emitted by foreign-flagged fishing vessels. This procedure will allow vessels that carry out transboundary or trans-border hydrobiological resource fishing activities on the high seas to request homologation of their Vessel Monitoring System (VMS) from the Ministry of Production.
This process ensures that the information transmitted by the vessels is processed in accordance with the norms of security, integrity and confidentiality, thus complying with international standards.
Chinese squid jigger vessels, dedicated to squid fishing outside the Exclusive Economic Zone (EEZ) of Peru, have recently entered the port of Paita without SISESAT equipment, which has sparked protests among artisanal fishermen in the area.
Transitional complementary provisions
The decree includes transitional measures to facilitate its implementation. One of them is the use of the Single Window for Foreign Trade (VUCE), which must be adjusted within a maximum period of 60 business days to comply with the new provisions.
Likewise, mechanisms are established to regularize vessels that have the Satellite Tracking System (SISESAT) installed outside Peruvian ports. These vessels must report their satellite positioning for the last six months to the Peruvian authorities before entering the country's maritime territory.
Repeal of previous regulations
Supreme Decree No. 014-2024-PRODUCE also includes a repealing provision that eliminates several articles of Supreme Decree No. 016-2016-PRODUCE, related to authorizations for operations of foreign vessels in Peruvian ports.
With this decree, the Peruvian government attempts to reinforce its commitment to the fight against illegal fishing and the protection of marine resources, aligning itself with international standards and strengthening the sustainability of the fishing industry.
