Proposal for Brazil to Change Import Standards for Vietnamese Shrimp and Pangasius

Brazil has not allowed Vietnam to export whole frozen shrimp using additive and phosphate standards on pangasius that are different from OIE standards.

On the afternoon of March 21, Deputy Minister of Agriculture and Rural Development Phung Duc Tien received and worked with the Brazilian delegation led by Deputy Minister of Agriculture and Livestock Roberto Serroni Perosa.

Previously, Deputy Minister Phung Duc Tien and his Brazilian counterpart co-chaired the Vietnam - Brazil Business Connection Workshop on the same day in Hanoi in an effort to promote the two countries' private sectors to approach and cooperate with each other to develop. develop many fields in the agricultural industry.

At the meeting, Mr. Roberto Serroni Perosa said this year is a special year for Vietnam and Brazil as the two countries prepare to celebrate the 30th anniversary of establishing diplomatic relations with many upcoming and upcoming activities.

The Brazilian side mentioned three concerns and wanted to receive feedback from the Ministry of Agriculture and Rural Development, including the ability to export live beef and cow by-products as animal feed to Vietnam; export of frozen chicken feet and the issue of changing international quarantine certificates and the issue of Vietnam's highly pathogenic avian influenza zoning for Brazilian products.

Responding to your suggestions, related to veterinary issues, Mr. Chu Nguyen Thach, Head of Animal Quarantine Department, Department of Animal Health stated the situation, Brazil is an exporting country of animals and animal products with large number in Vietnam with the participation of more than 100 Brazilian businesses and this number is increasing year by year. In 2023, Brazil exports 197,000 tons of animals and animal products to Vietnam, however in the opposite direction, the quantity from Vietnam only reaches 35 tons.

Regarding questions about beef export, the Department of Animal Health said it received a note from Brazil in early March 2024 and will review and respond in writing as soon as possible. Regarding frozen chicken feet and chicken and pig by-products in general, the Department has also received a note since the end of 2023, but this is a high-risk subject that needs time to consider.

Regarding the international quarantine certificate and flu zoning, the Department of Animal Health has requested the Brazilian authority to supplement information and agree to zone the epidemic-safe area according to the regulations of the World Organization for Animal Health (OIE).

Regarding plant protection, the representative of the Department of Plant Protection said that Vietnam mainly exports rubber, cashew nuts and spices to Brazil, on the contrary, imports corn, wheat, and soybeans from other countries. Issues related to plant quarantine are regularly discussed with the Brazilian side.

Regarding market barriers to the seafood industry, Mr. Le Ba Anh, Deputy Director of the Department of Quality, Processing and Marketing Development of Agricultural Products stated the current situation, Brazil is applying additive and phosphate standards and implementing inspection. Checking the additive criteria for Vietnamese pangasius is not consistent with international practices and meets the market. This issue now needs the Brazilian side to reconsider.

In addition, Brazil has not allowed Vietnam to export whole frozen shrimp, and at the same time applies heat treatment requirements for shrimp exported to this country that are different from OIE regulations. Accordingly, the Vietnamese side has provided OIE documents to the Brazilian Ministry of Agriculture and Livestock through the Embassy and believes that this regulation needs to be changed in accordance with international regulations.

Mr. Le Ba Anh also proposed that Brazil change administrative procedures related to product label registration and additional recognition and processing of the list of Vietnamese enterprises allowed to export agricultural products to Brazil with a faster schedule, in order to meet business needs.
