The Secretary of Commerce and International Relations of the Ministry of Agriculture, Roberto Perosa, stated that the Ministry is already evaluating the possibility of adopting measures to protect the national fish sector and prevent the deterioration of the Brazilian production chain if there is a high import of tilapia from Vietnam.
Protection mechanisms can be applied through the Foreign Trade Chamber (Camex), such as the definition of import tariffs and the establishment of quotas for the import of this species from the Asian country, if necessary. The Ministry also keeps on its radar the possibility of investigating the practice of dumping, when foreign products enter Brazil cheaper than domestic production, one of the complaints presented by the Brazilian Fish Farming Association (PeixeBR). Market closure, however, is completely ruled out.

The topic will be treated with caution, warned Perosa. As the first import record is recent, of just 25 tons of frozen tilapia fillets in December 2023, we will have to wait and see how the market behaves in the coming months. Brazil produces 550 thousand tons of the species, with revenues of R$ 5.4 billion (USD 1,088 B).
He highlighted the need to maintain a good relationship with Vietnam, the sixth main destination for Brazilian agribusiness exports in 2023, and to seek a “balance” so as not to harm any sector involved in bilateral trade.
