Russian Pollock LLC CEO, Mikhail Degtyarenko, about the new processing plant

The construction of a fish processing complex - an investment project implemented by Russian Pollock LLC (part of the Russian Fishery Company Group, RRPK) - goes to the finish line. The plant is about to begin commissioning. It is planned to begin production in September 2020. The plant will produce 155 tons of finished products and at least 20 tons of products from fish waste in one day, and this is pollock fillet, minced meat and steaks, fish meal and fish oil. The fish processing complex will also be able to process other types of white fish, in addition to pollock. In anticipation of this event, Mikhail Degtyarenko, Director of Russian Pollock LLC, spoke about what kind of enterprise it would be, who would become a consumer of finished products, and what were the main principles for selecting personnel.

- At what stage is the construction of the plant now? What else remains to be done before commissioning?
- Now the plant is in the installation phase of internal and external engineering networks. The installation of engineering support facilities is nearing completion. Boiler room, sewage treatment plant, power supply. Work has begun on the improvement, concreting of the territory, the equipment of storm sewers, disinfection barriers at the entrance. Finishing work in administrative and domestic premises is being completed. Fire alarms are mounted, communication systems are mounted. In fact, we are in the final stages of construction.

- Has the coronavirus pandemic affected the construction schedule in any way?
“The pandemic itself did not affect the timing of the construction itself; it made some adjustments in terms of additional efforts. It was necessary to review the disinfection and sanitary requirements in the new circumstances. We have implemented personnel control systems, provided mask control and disinfection. They tried to exclude close contacts, divided the contractors according to the fronts of work and carried out a large complex of organizational measures that avoided the spread of coronavirus. Naturally, the volume of work has increased. A COVID proliferation prevention headquarters has been established, we conduct ongoing tests and provide all protective measures for our employees.
- A fish processing complex is being built in the Nadezhdinskaya TOP, which, in principle, is not so far from Vladivostok. What advantages do you see in such a close proximity to the city?
- First of all, the plant is being built in a technology park, and we will receive all engineering support in the volumes declared by us. Again, proximity to Vladivostok , Artem and Volno-Nadezhdinsky allows us to efficiently draw the personnel potential of these settlements and more rationally solve personnel issues. Pluses and in logistics. The low-water bridge across the Amursky Gulf gives in fact a straight line of movement with the absence of city traffic jams. Somewhere, the geographical location adds complexity, because we are forced to organize bus traffic to deliver personnel.

- At the current stage of the project, I probably already had to solve personnel issues. Tell us, did you manage to provide the plant with priority personnel?
- Since the winter we have begun recruiting staff. To date, we have formed a certain minimum of personnel and now we are faced with the task of staffing personnel. Today we are forming a technical service, our staffing requirements are great and versatile. We need both technical specialists and specialists of the financial unit. There are also exclusive vacancies, such as a mechanic-adjuster of Baader systems, a fitter of technological equipment, a boiler room operator, a fish-processing machine operator. In this area, we are only at the beginning of the journey, so we will be very happy if someone responds to our offer.
- What requirements do you have for the professional qualities of applicants at this stage?
- Since our equipment is largely exclusive, we, of course, want to see in specialists a confident basic education in the specialty, and, of course, his attitude towards self-education and self-realization. We have a training and internship program for each specialty. That is why we value human aspirations for learning and education. We need bold, talented young people who are ready to work in new conditions and on new technology.

- What product does the plant produce? In what form will the products arrive and what technological cycle awaits it?
- The headless pollock is the raw material, and the main product the plant specializes in is pollock fillet. The production cycle is quite voluminous, and finished products will be produced in a large assortment. Products will initially go on sale in two forms. This is a block pressed fillet and piece frozen fillet. At the same time, we can process other types of fish and seafood at the factory, we also have these facilities.
- What markets are products aimed at? Will we see her on the seaside counters with nice price tags?
- It's too early to talk about prices, because the main cost of the final product will depend on the cost of raw materials and our efficiency as a processor. That is why personnel issues are now priority for us. And I am sure that our products will be not only high-quality in all respects, but also affordable for all segments of the population. We hope that those stereotypes that pollock are fish for cats will soon be forgotten. Pollock is a fish for people! Our main concept is to make pollock fillet a popular and affordable product. Therefore, we are considering all kinds of packaging options, whether it is vacuum bags or cardboard.

- Does the company plan to help its employees with housing? Are there hostels for nonresident and workers from remote territories, compensation for payment of housing, or even office apartments?
- Already, we are delivering all our employees to the place of work and back at the expense of the company. Today we are finishing pre-design work, and, I think, by November 2020 we will have a dormitory for 100 people and a dining room for 50 people. Further, as necessary, we will increase these capacities. When we launch the plant, we will provide free hot meals for workers and, if necessary, provide free housing in the hostel. With regards to narrow specialties, here we have an individual approach. There is a methodology for compensation for rented housing, assistance in mortgages, a large training program and advanced training, paid at our expense. All for the convenience and development of our employees. This whole system was developed by the Russian Fishery Company, in which motivational programs are very well developed,
- What will a person receive in employment at your company? What guarantees and rights should he count on?
- This, of course, is employment according to the Labor Code of the Russian Federation . In addition, if an employee performs additional work, or undergoes training and subsequently acquires skills, we include the supplement mode. When the plant begins to work directly for production, our payment system will be more personalized and piece-wise. Naturally, premium and incentive payments for quality and high productivity will be used.

- Will foreign labor be involved in production, or is priority still given to the local population in production?
- Our whole policy is to focus on the local population. Applicable to us, this is primarily Vladivostok, Artem, Volno-Nadezhdinskoye, as well as workers from other settlements of the Primorsky Territory, for which we are building a hostel. In terms of foreign labor, we do not have such an aspiration. We are interested in permanent jobs. Work at the factory requires high qualifications and certain skills.
