Seafood Industry Welcomes Budget’s Fisheries Push, Says It Lays Groundwork for Global Leadership

Higher allocations, export-friendly rules, and start-up support expected to cut costs, boost compliance, and strengthen India’s position in global seafood markets

Hyderabad: India’s seafood and marine export industry has welcomed the Union Budget 2026–27, calling it a decisive step toward transforming the country into a global fisheries powerhouse. The Budget earmarked a record ₹2,760 crore (approximately $332 million) for the fisheries sector, alongside a series of structural reforms aimed at boosting exports, lowering processing costs, and improving value-chain efficiency.

Exporters and industry bodies said proposals such as raising duty-free import limits for processing inputs, creating 500 new reservoirs, and extending targeted support to fish farmer producer organisations (FFPOs) would significantly strengthen the marine ecosystem.

According to industry estimates, these measures will help processing units meet increasingly stringent food safety and traceability standards imposed by importing nations, while also lowering compliance costs for small and medium fish farmers. The reforms are expected to improve productivity, enhance export competitiveness, and stabilize margins for seafood exporters.

Following the imposition of higher U.S. tariffs in late 2025, Indian exporters have already begun diversifying shipments to alternative markets, including the United Kingdom, Japan, South Korea, the European Union, and Australia, industry representatives noted.

Boost for Exports and Start-ups

To unlock new export opportunities beyond India’s territorial waters, the Union Budget proposed that fish caught by any Indian-flagged vessel in the Exclusive Economic Zone (EEZ) or on the high seas will be treated as duty-free. Fish landed at foreign ports will now be classified as exports, with safeguards introduced to prevent misuse during transit or transshipment.

Seafood and seafeed manufacturers in Andhra Pradesh and Odisha—India’s two largest seafood-exporting states—welcomed the announcement to support 200 fisheries start-ups, marking the first such focused initiative for the sector.

Industry leaders said strengthening the fisheries value chain in coastal regions is particularly significant for these states, which together account for thousands of kilometers of coastline and a large share of India’s marine exports.

Production and Export Growth

Data from the Department of Fisheries, Animal Husbandry and Dairying shows that India’s fisheries sector has expanded rapidly over the past decade. Annual fish production rose by more than 106 percent, from 9.58 million tonnes in 2013–14 to a record 19.78 million tonnes in 2024–25.

Seafood exports have also doubled during this period, increasing from ₹30,213 crore (about $3.64 billion) in 2013–14 to ₹62,408 crore (around $7.52 billion) in 2024–25, reinforcing India’s standing as one of the world’s leading seafood exporters.

Other industry bodies, including the Compound Livestock Manufacturers Association of India, welcomed the plan to develop 500 reservoirs and Amrit Sarovars, citing strong potential for job creation and rural income generation.

“As part of this initiative, fisheries start-ups will be supported with domain expertise to drive innovation, technology adoption, and enterprise development,” the finance minister said during her Budget speech, underscoring the government’s intent to modernize and globalize the sector.

輸出とスタートアップへの追い風

インド領海を越えた新たな輸出機会を創出するため、連邦予算は、排他的経済水域(EEZ)公海 でインド船籍の船舶が漁獲した魚を 無税扱い とすることを提案した。外国港で水揚げされた魚は輸出とみなされ、輸送や積み替えの過程での不正利用を防ぐための安全策が導入される。
