A Landmark Decision for Sustainability and Formalization in the Artisanal Fishing Sector
The Ministry of Production (PRODUCE) has published Ministerial Resolution No. 00278-2025-PRODUCE in the official gazette El Peruano, authorizing the reopening of the giant squid or Dosidicus gigas fishery beginning August 25, 2025. This measure not only expands the Total Allowable Catch Limit (LMCTP) from 421,000 to 504,000 tons but also establishes a strict regulatory framework focused on sustainability, transparency, and formalization.
The decision, based on scientific evidence from the Peruvian Marine Research Institute (IMARPE), aims to balance the economic utilization of this key resource with its long-term conservation.

Digital Traceability and Real-Time Control
The new regulations introduce a series of unprecedented management measures for the artisanal sector, including:

Implementation of a Differentiated Schedule: The new quota will be distributed in two stages, from August to December, with progressive allocations based on the hold capacity of the fishing vessels.

Mandatory Digital Traceability: The use of digital tools is now required to register and monitor every ton of catch, ensuring real-time oversight from the point of capture to processing.

Catch Limits per Trip: Specific limits will be set for each fishing trip to prevent overexploitation.

Control at Processing Plants: The use of registered refrigerated vehicles will be mandatory, and oversight at processing plants will be reinforced to ensure the legality of the entire value chain.
The Deputy Minister of Fisheries and Aquaculture, Jesús Barrientos, stated that the publication of this resolution "officially sanctions a decision based on the best available scientific evidence that seeks to balance the economic use of giant squid with its long-term sustainability." He added that "this reopening is happening under clear and transparent rules, with control measures that ensure every extracted ton is registered and supervised, which strengthens formality and ensures that the giant squid fishery remains a driver of employment, national consumption, and exports."
With the publication of this regulation, PRODUCE reaffirms its commitment to managing the country's hydrobiological resources in a responsible, scientific, and sustainable manner, for the benefit of artisanal fishermen and the national economy.
