Peruvian government to begin requiring installation of satellite devices on foreign vessels

Supreme Decree came into force on September 26

The Council of Ministers approved in its session this Wednesday 25, the Supreme Decree 014-2024-PRODUCE to prevent, avoid and eliminate illegal fishing in Peru.

The head of the Ministry of Production (PRODUCE), Sergio González assured that any foreign vessel that enters our 200 miles for supplies, repairs, crew change, updating documents or other activities, will be required to install a satellite control system managed by PRODUCE.

For his part, the President of the Fishing and Aquaculture Committee of the National Society of Industries, Alfonso Miranda Eyzaguirre, said that although they have some observations regarding modifications made to the norm after the Regulatory Impact Analysis approved by the Presidency of the Council of Ministers, the legal provision is a first step to ensure that foreign fishing vessels that receive logistical support in Peruvian ports authorized for this purpose by the Regional Organization for Fisheries Management of the South Pacific (OROP-PS), act with due transparency and demonstrate their compliance with the principles of responsible fishing.

Miranda commented that since the norm came into force on September 26, the arrival of 21 fishing vessels into Peruvian ports has been announced, all of them under the flag of the People's Republic of China, which will be the first to comply with the provisions of the brand new legal device, in its article 5.3, which requires that "Once the arrival of foreign-flagged fishing vessels to the maritime domain of the Peruvian State, they install the SISESAT equipment in accordance with the provisions of the Regulation of the Satellite Tracking System for fishing vessels, approved by Supreme Decree No. 001-2014-PRODUCE, or the norm that replaces it."

"The fishing sector is vigilant of compliance with this regulation to ensure that the sovereignty of the resources of our sea, which is the heritage of the Nation, is respected. We trust that PRODUCE and the competent authorities will live up to the responsibility that history has conferred upon them," concluded Miranda.
