Artisanal leaders from northern Peru dedicated to the giant squid fishery were forced to pause their celebrations for Holy Week because they were informed that the Ministry of Production had "secretly" appointed a multidisciplinary working group to discuss modifications to the Supreme Decree No. 016-2020-Produce.
This decree was published in August 2020 and raised the level of rigor of the surveillance that the country does to Asian distant water vessels that fish for straddling resources such as squid.

“These have been operating for some years off Peru; but, unfortunately, they have been caught multiple times illegally entering the Peruvian sea to fish for artisanal fishing resources that are estimated to be more than 50,000 tons per year,” the statement from the artisanal fishermen specified.
As recalled, the decree incorporated the requirement for distant water jigging fleets to use the Peruvian Satellite Tracking System (SISESAT) to transmit their geolocation to Produce six months before entering Peruvian ports.

“Today, these vessels could enter the country in compliance with existing regulations. However, since they want to evade all control, they aim to convince the officials on duty to modify the norm until it is brought to the point where it loses its power. We fought for years for this norm to exist and we are going to defend it. We cannot make it easier for these ships, designated internationally as offenders, to enter the country without any kind of control over them,” Silva said.
In a statement entitled "Minister of Production Pérez Reyes, do not give away the Sea of Grau to China" and recently sent to the Ministry of Production, nine organizations that bring together thousands of shipowners and fishermen dedicated to squid, expressed their concern about having to find out about these movements just on holidays.
“This supreme decree has marked a milestone in the protection of the Peruvian sea. In general terms, it has made it possible to significantly increase the standard of monitoring, control and surveillance of our waters. Specifically, it imposes controls on the Asian distant-water jig fleet that, for years, has been fishing in the maritime border of Peru and has recorded a large amount of illegal entry into the Peruvian sea, as has been duly documented by specialized organizations. They usually turn off their satellite equipment[1] so as not to leave traces of their invasion of our sovereignty to fish illegally or of the serious risk they generate by navigating without issuing a signal of their position,” the document states.
The giant squid (dosidicus gigas) is a species that generates a lot of activity in the Peruvian artisanal fishing sector and in the land-based plants that process it.
Finally, they call on the Minister of Production Raúl Ricardo Pérez-Reyes Espejo and the Minister of Defense Jorge Luis Chávez Cresta, "we believe that they would make a serious mistake by hearing the voices that seek to "make flexible" Supreme Decree No. 016-2020- It produces without a reasonable technical reason and against the opinion of the main players in the Peruvian squid fishery. What reason could the Government of Peru have for allowing Asian fishing vessels to enter our country without monitoring them with our satellite surveillance system?” they question.
