The reporter learned from the Ministry of Agriculture and Rural Affairs that China's pelagic fishery (tunids and squid) output will stabilize at around 2.25 million tons in 2022, accounting for about 30% of domestic marine fish output.

At the recent high-quality development promotion conference of the Ministry of Agriculture and Rural Affairs, the relevant person in charge of the Ministry of Agriculture and Rural Affairs stated that since the 18th National Congress of the Communist Party of China, China’s distant water fishery industry has actively promoted the transformation of the mode and structure, and has improved in terms of industrial scale, governance capacity, and foreign cooperation have achieved remarkable results. "Over the past ten years, pelagic fishery production has developed steadily, and the level of standardization and greening has been significantly improved, making positive contributions to enriching the domestic aquatic product market and promoting the economic development of partner countries."

The "Opinions on Promoting the High-Quality Development of Pelagic Fisheries during the 14th Five-Year Plan" issued by the Ministry of Agriculture and Rural Affairs clearly stated that by 2025, the total output of pelagic fisheries will be stable at around 2.3 million tons, the scale of pelagic fishing vessels will be strictly controlled, and the regional and industrial layout will be further optimized , The overall quality and production efficiency of distant water fishery enterprises have been significantly improved.

The person in charge said that in order to achieve high-quality development of pelagic fishery, it is necessary to promote the development of the entire industrial chain and large-scale aggregation, improve quality and efficiency, and develop modern pelagic fishery enterprises.

Opinions of the Ministry of Agriculture and Rural Affairs on Promoting the High-quality Development of Pelagic Fisheries During the "14th Five-Year Plan"

Relevant provinces, autonomous regions, and municipalities directly under the Central Government for agriculture, rural areas, and fishery departments (bureaus, committees), fishery administration bureaus of cities specifically designated in the state plan, China Agricultural Development Group Co., Ltd., China Ocean Fisheries Association, Yellow Sea Fisheries Research Institute of China Academy of Fishery Sciences, East China Sea Fisheries Research Institute ,Shanghai Ocean University: 

  In order to thoroughly implement the " 14th Five-Year Plan for Promoting Agricultural and Rural Modernization" and " 14th Five-Year Plan for National Fishery Development", promote the transformation and upgrading of distant water fisheries, and promote the standardized, orderly and high-quality development of distant water fisheries, the following opinions are put forward.

  1. General requirements 

  (1) Guiding ideology. Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, firmly grasp the general tone of seeking progress while maintaining stability, and base ourselves on the new stage of development , Implement new development concepts, build a new development pattern, and promote high-quality development. Deepen supply-side structural reforms, stabilize support policies, strengthen scientific and technological innovation, and improve the modernization level of fishing boat equipment. Control the scale of the industry, promote transformation and upgrading, adhere to standardized management, promote enterprises to become bigger and stronger, extend the industrial chain, and improve the quality and efficiency of development. Deeply participate in global ocean governance and international rule-making, and strengthen multilateral and bilateral fishery cooperation and exchanges. 

  (2) Basic principles 

  — Adhere to green development. Support green and environment-friendly resource utilization and improve the sustainable industrial development system. Reasonably regulate the size of the fleet, scientifically arrange the operating areas, continue to strengthen standardized management, severely crack down on illegal, unreported, and unregulated (IUU) fishing activities, actively participate in global fisheries governance, earnestly fulfill international responsibilities and obligations, and establish a responsible country image. 

  ——Insist on win-win cooperation and development. In-depth practice"community of shared future in the ocean", deepen foreign exchanges in distant water fishery, carry out mutually beneficial and win-win cooperation through multiple channels and forms, further consolidate the multilateral and bilateral inter-governmental fishery cooperation mechanism, improve the level of "goingout", and drive the fishery of cooperative countries and regions develop. 

  ——Adhere to the development of the whole industrial chain. Strengthen regional coordination, encourage division of labor and complementarity, promote coordinated progress of upstream and downstream industries, and smooth integration of domestic and foreign markets. With the construction of distant water fishery bases as the core, expand the fields of aquatic product processing, storage, and fishing boat repairs, actively develop aquaculture, and build a new development pattern for the entire industrial chain of distant water fishery.  

  — Adhere to safe and stable development. Adhere to the supremacy of the people and the supremacy of life, coordinate development and security, and strengthen the monitoring and early warning of foreign-related security incidents, emergency response, and response to public opinion. Consolidate the main responsibilities of enterprises and crews for safe production, risk assurance, and epidemic prevention and control, improve production and operation management capabilities and safety assurance levels, and ensure that major safety incidents do not occur.  

  (3) Main objectives. By 2025 , the total output of pelagic fisheries will stabilize at around 2.3 million tons. Strictly control the scale of ocean-going fishing vessels, and further improve the level of equipment mechanization, informatization, and intelligence. The number of distant water fishery enterprises was stabilized, the overall quality and production efficiency of distant water fishery enterprises were significantly improved, and incidents of violations and safety accidents were significantly reduced. The regional and industrial layout has been further optimized, the global fishery resource survey capability has been gradually improved, and the supervision and management and international compliance measures have been continuously improved. 

  2. Optimizing the regional layout of pelagic fisheries 

  (4) Consolidate and improve oceanic fisheries 

  tuna. Stabilize the scale of the tuna fishery and optimize the production layout of the fleet. Carry out long-term friendly and mutually beneficial cooperation with resource-rich coastal countries and regions, and timely promote the construction of fishery cooperation projects according to the development needs of resource-rich countries, so as to drive the development of fishery economy in resource-rich countries. Fully implement the international tuna conservation and management measures, and further improve the corresponding technical support and supervision and management system. Improve the layout of upstream, midstream and downstream industries, establish a promotion platform for industrial development, strengthen the construction of the entire tuna industry chain, and improve industrial efficiency; actively cultivate the domestic tuna market, increase market development efforts, set up regional tuna trading centers, and research and develop "China Ocean Tuna Index " , guide the price formation mechanism, and create a number of high-end well-known brands. 

  squid. Steadily develop the pelagic squid fishery, control the scale of fishing vessels, rationally utilize the fishing grounds in the North Pacific Ocean, regulate the fishing grounds in the Southwest Atlantic Ocean, optimize the fishing grounds in the Southeast Pacific Ocean, and steadily develop the fishing grounds in the Indian Ocean. Through policy guidance and performance evaluation mechanism, optimize the production layout of squid fishery, encourage the development of intensive processing, expand the product market, and improve the quality of development. Strengthen the construction of the whole squid industry chain, standardize product quality standards, and establish a traceable certification system for catches. Gradually improve the protection of pelagic squid spawning grounds and the voluntary fishing moratorium system, comprehensively promote the electronic fishing log and scientific observer system, explore the implementation of quota fishing, and promote the legal squid fishing certification system. Actively participate in the affairs of regional fishery management organizations, and enhance the squid fishery's ability to perform conventions. Make the China Ocean Squid Trading Center bigger and stronger , strengthen the development and application of the "China Ocean Squid Index" , and lead the scientific conservation and sustainable utilization of global squid resources. 

  Pelagic fish. Reasonably regulate the size of the pelagic fish fishing fleet. Strengthen the supervision of transshipment and transport ships at sea, and regulate the fishing activities of pelagic fish. Strengthen the research and application of alternative technologies for " light lure fish" in seine operation. Carry out research on the changes in pelagic fish resources under the background of climate change, and enhance the ability to predict resources in the medium and long term. Strengthen the investigation and assessment of pelagic fish resources, and enhance the ability to participate in scientific research in relevant regional fisheries management organizations. 

  Polar fisheries. Promote the development of Antarctic marine biological resources in a steady and orderly manner, and reasonably regulate the scale of Antarctic krill fishing vessels. Actively participate in the affairs of the Committee for the Conservation of Antarctic Marine Living Resources, strictly implement conservation measures, and comprehensively improve the ability to perform conventions. Cooperate in resource surveys and promote the development of reserve fishery reserves. Optimize the structure of processed products, develop intensively processed products such as krill oil, and adapt to market consumption needs. Strengthen scientific research on Arctic fishery resources and actively participate in Arctic fishery affairs. 

  (5) Standardize and optimize oceanic fisheries 

   Refined management of traditional cooperation zones. Consolidate cooperation in traditional regions such as West Africa and Southeast Asia, optimize production layout, strengthen regional coordination, control the number of fishing companies, accelerate the upgrading of old fishing boats, reasonably control the size of the fleet, avoid disorderly competition, and reduce frequent transfers. Strengthen bilateral cooperation, optimize information communication and exchange mechanisms, jointly crack down on illegal operations, and steadily improve the level of mutually beneficial and win-win cooperation. Expand the field of development and explore feasible ways to develop aquaculture.  

Actively develop emerging cooperation zones. Promote cooperation with emerging regions such as East Africa and the South Pacific, innovate cooperation models, and expand development space. Promote inter-governmental fishery cooperation and establish a high-level cooperative relationship. Integrate local development needs, revitalize existing fishing boats, develop aquaculture, encourage in-depth cooperation in the entire industry chain, and drive coordinated local economic and social development. 
 
  Steadily expand potential cooperation areas. Carry out cooperation with Latin America, West Asia, South Asia and other regions, strengthen research on fishery management laws, regulations and policy systems of fishing countries and regions, and establish and improve a risk assessment mechanism for fishing. Steadily promote bilateral cooperation, promote the smooth implementation of cooperation projects, and provide impetus for local economic and social development. 
 
  3. Promoting the agglomeration and development of the entire industry chain of distant water fishery 
 
  (6) Promote the development of the entire industry chain of enterprises. Encourage distant-water fishery enterprises to accelerate their development to the back-end of the industry through management integration, resource complementarity, and industry collaboration, and create a new full-industrial chain management form that integrates fishing, breeding, processing, cold chain, distribution, market, and brand building. Support distant-water fishery enterprises to merge and reorganize through joint-stock reforms and other means to grow bigger and stronger, and continue to improve international compliance, management level, and risk resistance capabilities. Actively explore the domestic aquatic product market, enhance the brand influence of distant water fishery, and expand the consumption of distant water aquatic products. 
 
  (7) Promoting the development of large-scale industrial agglomeration. Adapt measures to local conditions, rationalize the layout, encourage and support enterprises to build overseas pelagic fishery bases, promote aquaculture varieties and technologies to go global, and drive local employment and economic and social development. According to the actual needs of the development of pelagic fishery in various domestic coastal areas, strive to build 3-5 national pelagic fishery bases, create a regional pelagic fishery industrial cluster with a wide range of radiation and strong driving force, improve the agglomeration effect and energy level, and promote industrial scale Agglomeration development. 
 
  4. Improving the supporting system for the development of pelagic fishery 
 
   (8) Strengthen scientific and technological support. Encourage scientific and technological innovation, equipment research and development, and technological application, strengthen the construction of a support system for scientific and technological innovation, and accelerate the improvement of scientific and technological innovation capabilities in pelagic fisheries. Actively promote the mechanization, automation and intelligence of fishing boats, replace humans with machines, and reduce costs. Support the research and development of eco-friendly, environmentally friendly and energy-saving fishing gear and fishing technology, and strengthen the research and development and application of the Internet of Things, artificial intelligence, and big data in the field of pelagic fishery. Research and formulate scientific and reasonable measures for the protection of ecosystems, resources and the environment, and contribute Chinese wisdom to the protection of marine biodiversity and global fisheries governance. Accelerate the comprehensive scientific investigation of fishery resources on the high seas, jointly carry out surveys of fishery resources in key countries or sea areas, continue to carry out productive exploration of fishery resources, and promote the scientific conservation and sustainable use of global fishery resources. 
 
  (9) Strengthen personnel training. Build a multi-level talent training system, relying on distant water fishery science and education units and training institutions, and explore the " order-based" production-education integration training model for distant water fishery talents. Promote the training of high-level pelagic fishery enterprise management personnel, and implement the qualification access system for pelagic fishery practitioners. Promote seafarers to work with certificates in accordance with the law, further expand crew skills and safety training, and comprehensively improve employees' awareness and ability to perform contracts. Promote the construction of professional observer teams for distant water fisheries, and establish a team of observers that adapt to the development trend of international fishery management and meet China's distant water fishery compliance requirements.
 
Efforts shall be made to broaden the sources of seafarers, and steadily promote the standardized use and training management of foreign seafarers. Combined with the development needs of China's distant water fishery, accelerate the construction of an international talent team for distant water fishery.  
 
  5. Improving the comprehensive management capacity of pelagic fisheries 
 
  (10) Comprehensively strengthen supervision capacity building. Efforts will be made to promote the construction of a comprehensive distant-water fishery supervision system focusing on ship position monitoring, electronic fishing logs, remote video surveillance, high seas transshipment supervision, and product traceability, promote the implementation of the national observer plan, and improve the independent supervision of high seas transshipment observers. Continue to strengthen standardized management, persist in cracking down on illegal fishing with a "zero tolerance" attitude , improve long-term mechanisms, and fully implement the contract performance evaluation system for distant water fishery enterprises. Strengthen territorial management, consolidate local responsibilities, improve industry self-discipline coordination organization and service system, improve the normalized mechanism for epidemic prevention and control, and continue to improve the level of supervision. 
 
  (11) Continuously improve the level of production safety. In accordance with the requirements of relevant international conventions and domestic laws and regulations, increase the investment in safe production and safety guarantee facilities and equipment for distant water fisheries, strengthen security protection, promote the full coverage of safety insurance for distant water fishing vessels and crew members, and ensure the safety of fishing vessels and crew members' lives and property. Research and improve the methods and methods of inspection of ocean-going fishing vessels under the COVID-19 epidemic situation, and eliminate potential safety hazards in fishing vessel production and operation. Improve the working conditions and management system for seafarers, and safeguard the legitimate rights and interests of seafarers, including foreign seafarers. Intensify training efforts to improve safety production and risk prevention awareness of enterprises and crew members, strengthen piracy prevention work in key sea areas such as the Gulf of Guinea, Somalia, and the Strait of Malacca, explore the establishment of an early warning and response mechanism for foreign-related incidents, and continuously improve the ability to deal with foreign-related emergencies in the distant water fishery . 
 
  (12) In-depth participation in international fisheries governance. Actively participate in the affairs of international and regional fisheries management organizations, and promote the establishment of a fair and reasonable international fisheries governance order. Actively study and promote accession to important international conventions related to pelagic fisheries, implement the United Nations Convention on the Law of the Sea and other international laws and the requirements of regional fisheries management organization conservation and management measures, conscientiously fulfill international obligations, improve international compliance capabilities, actively participate in international fisheries governance, and promote the strengthening of high seas fisheries Law enforcement inspections, joint crackdown on IUU fishery activities, protection and protection of China's distant water fishery rights and interests. Actively participate in WTO fishery subsidy negotiations, maintain China's reasonable policy space, and promote the achievement of fair results. Strengthen bilateral fishery cooperation in light of the fishery policies and development needs of local countries in Asia, Africa, the South Pacific, and Latin America. Deepen communication and exchanges between China and Pacific island countries in the field of fishery , actively implement the "Nadi Declaration" and "Guangzhou Consensus", promote the establishment of a stable with fishing cooperation countries or regions. Winning cooperation pattern. 
 
   6. Strengthen the guarantee for the development of pelagic fishery 
 
  (13) Strengthen organizational leadership. Coordinate with relevant departments, improve the communication and cooperation mechanism, promote the resolution of major problems in the innovation of policies and mechanisms for the development of distant water fisheries, optimize the top-level design in terms of policy support, supervision and management, and overseas protection, and work together to promote the high-quality development of distant water fisheries.
 
  (14) Improve the policy system. Stabilize and improve relevant supporting policies for distant water fishery, strengthen the construction of international compliance capacity of distant water fishery, improve the management and promote the sustainable development of distant water fishery. Improve the laws and regulations system of distant water fishery, actively cooperate with relevant departments to properly prevent and respond to the new crown pneumonia epidemic and emergencies such as "grey rhinoceros" and "black swans", improve overall risk resistance ability of distant water fishery, and establish and improve the emergency response mechanism for major foreign-related incidents , to safeguard the legitimate rights and interests of our enterprises and fishermen. 
 
  (15) Deepen coordination services. Give full play to the role of industry associations in organizing and coordinating pelagic fishery production, standardizing corporate behavior, strengthening industry self-discipline, organizing market development and brand building. Strengthen the cultivation of expert teams, strengthen industry technical support, gather experts in science and technology, education, management and industry, and strengthen the construction of think tanks for sustainable development of pelagic fisheries.
