The investigation of the criminal case into the "Vostok" fishing boat accident, which resulted in the death of 20 people, has been completed. This was stated by the official representative of the Russian Investigation Committee, Svetlana Petrenko.

The ship disappeared on January 25, 2018 in the Sea of ​​Japan. An emergency buoy was activated at a distance of 50 to 70 miles from the coastal port of Posiet, after which a search operation was launched. During the first two days, there was a storm in the search area, which made the rescuers' work very difficult. Soon, two rafts from the missing ship were found. There were no people in them.

A criminal case was initiated for violation of the rules of road safety and the operation of maritime transport, which resulted in the death of two or more persons due to negligence (part 3 of article 263 of the Criminal Code of the Russian Federation), against the LLC director. "DV-Flot" Andrey Klochkov.

According to the investigation, he did not prepare the crew of the fishing vessel to act in possible emergency situations.

“In the absence of practical skills and the willingness of the crew to fight for the survival of the ship, Klochkov allowed the RMS Vostok to leave the port of Donghae, Republic of Korea, for the port of Kholmsk, Sakhalin Oblast. Having information on the unfavorable weather conditions in the Sea of ​​Japan in the area of ​​the proposed route of the Vostok ship, in violation of his official duties, he did not provide the ship's crew with complete and timely information on the operation of the ship in the existing weather conditions”, Petrenko said.

Having entered a storm, the ship lost stability and capsized. The crew were unable to escape. The completion of the investigation of the criminal case was made possible by the production in 2019 and 2020, together with the Ministry of Education and Science and the Ministry of Defense of Russia, of long-term search activities using sophisticated deep-sea equipment. In the course of work in the waters of the Sea of ​​Japan, not far from the place where the emergency beacon was activated, at a depth of about 3,000 meters, the Vostok was discovered. 

“At the initiative of the investigation, the owners of the company paid 1.5 million rubles to the family of each deceased sailor as compensation. The investigation has gathered a sufficient probative basis, in relation to which the criminal case was sent to resolve the issue of the confirmation of the accusation and its subsequent transfer to justice,",said the official representative of the TFR.
