Vladimir Putin Issued Several Directives for the Development of the Fisheries Sector

Russian President Vladimir Putin gave instructions that will support the development of the country's fishery complex, including promoting the growth of exports of fish products and increasing the level of personnel training for the industry. A discussion of these important topics took place at the congress of the Russian Union of Industrialists and Entrepreneurs on June 24.

The Government of the Russian Federation must submit proposals by August 1, 2024.

Instructed:

•  consider the possibility of reducing the rates of export customs duties on certain types of fish products, provided that such products are sold in the required volume on the domestic market.

In October 2023, flexible export duties were introduced on certain goods, including fish, to meet domestic market demand. The amount of duties is set taking into account the ruble exchange rate. For many companies, export duties have become burdensome, and some projects have been suspended.

•  develop additional support measures to create sustainable supply chains and infrastructure for foreign economic activity in new markets in Africa, South America, and Southeast Asia. It is necessary to provide a mechanism for coordinating the activities of interested government bodies and organizations. These measures are aimed at increasing trade turnover with friendly countries and developing new partnerships.

Over the past two years, the geography of fish exports has been expanded to 80 countries. At the end of 2023, the volume of supplies of fish products to foreign markets increased by 200 thousand to 2.5 million tons (+9%, 2022 – 2.3 million tons).

The main importers of Russian fish products: China, the Republic of Korea, the Netherlands, Japan, Nigeria, Germany. Among the new countries: Albania, Angola, Bangladesh, Vanuatu, Guyana, Qatar, Liberia, Morocco, Niger, Palau, Panama, St. Vincent and the Grenadines, St. Kitts and Nevis, Sierra Leone, Tanzania, Montenegro, Chile, South Africa.

•  prepare proposals for the comprehensive development of educational organizations that provide training in specialties in the fields of fisheries and aquaculture.

The training of qualified specialists and the formation of human resources is one of the priorities of the Russian fishery complex.

The educational complex of Rosrybolovstvo includes 5 educational organizations of higher education, 8 branches and 3 separate structural divisions.
