Tasmania Renews Tassal’s License, but Tightens Environmental Controls on Cooke
AUSTRALIA
Wednesday, August 05, 2026, 00:10 (GMT + 9)
Tasmania’s Environment Protection Authority grants an extension to Tassal Operations until 2027, while setting stricter restrictions on the Canadian group Cooke Inc.’s subsidiary
The Environment Protection Authority (EPA) of Tasmania renewed on August 3 Tassal Operations' license to farm salmon in Long Bay–Port Arthur, on the Tasman Peninsula. The authorization allows operations to continue until November 30, 2027, but incorporates new obligations regarding mortalities, water quality, habitats, carrying capacity, and scientific monitoring.

The decision affects one of the core assets of Cooke Inc., a family-owned fishing and aquaculture group headquartered in Saint John, New Brunswick, Canada. Cooke completed the acquisition of Tassal in November 2022 for approximately AUD 1.7 billion.
The transaction delisted Tassal from the Australian Securities Exchange. The ASX confirmed that Tassal Group Limited was removed from the official list at the close of trade on November 22, 2022, following the implementation of the acquisition scheme by a Cooke subsidiary.

A conditional renewal
The EPA received 83 public submissions opposing the renewal and reviewed Tassal’s compliance history, monitoring data, studies from the Institute for Marine and Antarctic Studies (IMAS), and public reports. It identified two contraventions related to Long Bay and ten environmental infractions linked to other facilities over the past five years.
The authority concluded that those infractions had been managed and did not demonstrate that Tassal was unfit to operate. However, it issued a license with additional conditions regarding fish mortalities, oceanographic measurements, reef monitoring, and carrying capacity studies.

The nitrogen limit will be decisive
The main risk factor is the revision of the Total Permissible Dissolved Nitrogen Output (TPDNO). In 2023, the EPA set a limit of 48 metric tons of dissolved nitrogen, reducing the allowed feed quantity in the area by approximately 20%. The agency retains the power to reduce production again if environmental data warrants it.

Monitoring found no substantial evidence of water quality deterioration or worsening reef health. It also recorded healthy levels of dissolved oxygen. Nevertheless, studies cited by the EPA detected organic enrichment and higher algae concentrations near the pens. The authority further acknowledges that a complete environmental baseline did not exist before farming began in 2017, making it difficult to measure historical changes.

What it means for Cooke
When announcing the acquisition, Cooke described Tassal as Australia’s largest integrated seafood producer. Its platform combined Atlantic salmon (Salmo salar) farming in Tasmania, four freshwater hatcheries, four processing plants, and tiger prawn (Penaeus monodon) operations in Queensland, featuring two hatcheries, three pond farms, and dedicated processing.
Cooke indicated at the time that Tassal produced approximately 40,000 metric tons of salmon and 5,500 metric tons of tiger prawns annually. These are 2022 figures and do not necessarily reflect current levels.

The renewal prevents an immediate operational halt and maintains Cooke's access to a strategic productive asset. However, the license was granted for a shorter period than usual and remains tied to an environmental review that could limit future growth.
Market analysis
The decision does not signal an immediate cut in Australian supply. The primary effect is regulatory: Tassal retains its authorization but will need to undertake increased monitoring and potential mitigation measures. Any future reduction in the TPDNO could impact biomass, processing facilities, and supply predictability.

For Cooke, Long Bay is no longer just a production site: it has become an asset subject to recurring environmental scrutiny, with potential impacts on costs, reputation, and expansion capacity in Australia.
