Anfaco-Cytma moves agenda to Brussels to strengthen the competitiveness of the European blue economy

Actively participates in the European Commission's strategic consultations to promote policies more oriented towards innovation, investment, and value creation in the marine food chain.

Vigo - ANFACO-CYTMA has recently participated in various public consultations promoted by the European Commission to define future strategic initiatives linked to the blue economy, marine research, and the financing of the fisheries and food sector. Notable among these are the future European Ocean Research and Innovation Strategy and the revision of the European Maritime, Fisheries and Aquaculture Fund (EMFAF).

Through these contributions, the need for European policies to evolve from an approach focused exclusively on knowledge generation towards models capable of accelerating the arrival of innovation to the market, facilitating productive investment, and strengthening the competitiveness of the marine food value chain has been advocated.

Innovation and the strategic role of ports

In relation to the future European Ocean Research and Innovation Strategy, it has been conveyed to the European Commission that the success of European R&D policy should not be measured solely by scientific results obtained, but also by its capacity to generate economic activity, employment, and industrial leadership. To this end, it has been proposed to strengthen mechanisms that allow advancing from research to technological validation, industrial demonstration, productive scaling, and commercial adoption of new solutions through successful models such as living labs, vertical sandboxes, or pilot testing platforms.

In this framework, ANFACO-CYTMA has also highlighted, in meetings held in Brussels with DG MARE and the European Commissioner for Fisheries and Oceans, together with the Port of Vigo, the strategic role of ports as tools for transforming the blue economy. Beyond their traditional logistical function, ports must act as platforms for innovation, valorization of marine resources, industrial symbiosis, energy efficiency, digitalization, and the connection between science, business, and the market.

Likewise, better coordination between the different European financing instruments has been requested, especially between Horizon Europe, EMFAF, and other support mechanisms, with the objective of preventing projects with promising results from encountering difficulties in continuing their development once the research phase has concluded. The need to boost areas with high growth potential has also been defended, such as food innovation based on marine resources, the valorization of raw materials and by-products, the circular bioeconomy, or blue biotechnology applications.

EMFAF reform and administrative simplification

On the other hand, in the consultation relating to the review of the EMFAF, ANFACO-CYTMA supported a reform oriented towards simplifying access to European funds and increasing their real execution capacity. Among the proposals submitted are the reduction of administrative burdens, greater flexibility so that Member States can reallocate resources, as well as the elimination of regulatory obstacles that currently hinder productive investments, especially in SMEs and large companies, and which could help repeat the success of the PERTE Mar-Industria in Spain.

It has also been argued that the EMFAF must continue to play a key role in driving industrial modernization, digitalization, process automation, energy efficiency, decarbonization, and technological innovation throughout the value chain of seafood products, maintaining sufficiently attractive aid intensities.

Integral vision and future of the blue economy

Transversally, ANFACO-CYTMA has conveyed that future community policies must incorporate impact indicators linked to competitiveness, investment, qualified employment, and the industrial implementation capacity of innovation. It is considered a priority that Europe not only leads in knowledge generation but also in transforming that knowledge into economic activity.

Beyond these initiatives, the association continues to actively participate in processes such as the work linked to the European Ocean Pact, the future Vision 2040 for Fisheries and Aquaculture, the EU Strategy for resilient, prosperous and livable coastal communities, the European Union Port Strategy, and the updating of the Atlantic Maritime Strategy 2.0, being one of the entities selected for an interview during the process.
