NOAA announces regional measures to reduce burdens on domestic fishing and increase production

NOAA Fisheries Assistant Administrator Eugenio Piñeiro Soler presented a regulatory reform plan in response to the Executive Order on Restoring American Seafood Competitiveness.

NOAA has prioritized a series of key regulatory actions after analyzing proposals from 787 individuals and organizations, along with detailed plans from each of the regional fishery management councils. The measures adopted seek to immediately reduce bureaucratic burdens on domestic fishing, boost fishing production, stabilize market conditions, improve access to catch zones, and enhance the economic profitability of the entire seafood sector in the country.

NOAA Fisheries Assistant Administrator Eugenio Piñeiro Soler highlighted that the fishing sector has faced increasing pressure due to global competition and changing market demands, which has caused a decrease in landings since 2019. Given this scenario, the official emphasized the need to prioritize American seafood through concrete results.

"Fishermen just want to fish, and they are asking for our support in overcoming the barriers preventing them from doing so," stated Eugenio Piñeiro Soler. Regarding the solidity of the current management model, the administrator recalled that the participatory and science-based system, developed under 50 years of the Magnuson-Stevens Act, shows that the country knows how to rebuild stocks of marine resources and keep them healthy.

The presented plan outlines specific actions and high-priority milestones for each of the nation's fishing regions:

In New England, rotational access will be implemented for the Northern Edge scallop fishery, alongside Scallop Permit Stacking, and industry-funded monitoring requirements will be rescinded. Likewise, priority will be reduced for advancing requirements for ropeless gear, vessel baseline restrictions will be evaluated in conjunction with the Mid-Atlantic Council, and reopening the Great South Channel habitat management area to surfclam operations will be considered.

For the Mid-Atlantic region, vessel baseline restrictions will be evaluated and joint council management for squid, mackerel, and butterfish will be considered, in addition to deprioritizing requirements for ropeless gear.

In the South Atlantic, snapper and grouper permit policies will be revised through Amendment 60 (SG1), state agency-led exempted fishing permits for red snapper will be supported, and the issue of shark and dolphin depredation will be addressed.

In the Caribbean, the strategy includes shifting spiny lobster and queen conch management to a territorial scope, reviewing accountability measures for pelagic stocks and spiny lobster, evaluating the effectiveness of marine protected areas such as Tourmaline Bank and Abrir La Sierra, and conducting a regulatory compatibility review between the state and federal levels.

For the Gulf of America, participation requirements for Individual Fishing Quotas (IFQ) will be refined through Amendments 59A and 59B, and priority will be given to rulemaking to extend the provisions of the DESCEND Act.

In the Pacific region, redundant shoreside catch monitors will be reconsidered and Pacific sardine stock definitions will be revised.

In the North Pacific, Steller sea lion closure boundaries will be examined, the 2 percent IFQ deduction for bled sablefish will be eliminated, and regulation for the small sablefish voluntary release and maximum retainable amount calculations will be prioritized.

For the Western Pacific, the leatherback turtle hard cap in the shallow-set longline fishery will be removed, the two-turtle trip limit will be struck, the swordfish retention limit in the deep-set longline fishery will be eliminated, and the turtle mitigation measure for longline in American Samoa will be withdrawn.

Regarding Highly Migratory Species, authorities will review weak hook requirements in the Gulf, the retention of dead bluefin tuna less than 73 inches, and upgrading restrictions for the swordfish handgear limited access permit will be reconsidered.

With the goal of positioning the United States as the dominant leader in the global seafood market, Eugenio Piñeiro Soler urged the councils to maximize regulatory efficiency by systematically assessing current Fishery Management Plans and considering the removal of species that no longer require strict conservation measures. The agency promotes the expanded use of Exempted Fishing Permits as an agile tool to test gear innovations, enhance value-added quality, and safely increase domestic production.
