Historic agreement between Somalia and China boosts marine product exports with zero tariff

The strategic agreement seeks to formalize access to the Asian market, transform the Somali blue economy, and regularize fishing activity in one of the richest exclusive economic zones in the world

Mogadiscio – Somalia and China have signed a historic agreement granting Somali fish and seafood products duty-free access to the Chinese market, in a move aimed at boosting exports and strengthening economic cooperation between the two countries.

The agreement was signed last Monday by Somalia's Minister of Fisheries and Blue Economy, Ahmed Hasan Aden, and China's Ambassador to Somalia, Wang Yu.(both in the photo below)

Somali officials said the deal is expected to expand access to one of the world's largest consumer markets, increasing exports of fish and seafood products while generating foreign exchange earnings and creating jobs across the fisheries sector.

The federal government also said the agreement could encourage investment in fish processing plants, cold-chain infrastructure, and other value-added industries, helping improve the competitiveness and sustainability of Somalia's fisheries industry.

China has no official political or diplomatic relations with Somaliland. Instead, Beijing maintains a stance of staunch opposition to any international recognition of the territory, regarding it as an integral part of Somalia—a country with which it maintains a strategic partnership.

Speaking after the signing ceremony, both sides reaffirmed their commitment to deepening economic ties and promoting trade. Officials described the agreement as part of broader efforts to support sustainable economic development and improve the livelihoods of Somali fishing communities.

This advance marks a significant step in Somalia's efforts to develop its blue economy and expand the international reach of its fisheries sector.

The importance of this treaty lies in the biological wealth of Somalia's Exclusive Economic Zone, a marine area that shelters a vast marine diversity and has historically been targeted by international industrial fleets, notably the fleet of China.

The catches of foreign vessels are primarily concentrated in high-value commercial fisheries, grouped into the following key categories:

• Tuna and related species: High-demand global resources such as yellowfin tuna, skipjack tuna, bigeye tuna, and swordfish.
• Small pelagics: Abundant schools of sardines (particularly Sardinella longiceps), anchovies, and carangids.
• Demersal species (bottom-dwelling): Varieties of groupers, snappers, emperors, and sharks.
• Crustaceans and molluscs: Notable among these are spiny lobsters and offshore cephalopods. In this category, the purpleback flying squid (Sthenoteuthis oualaniensis) holds crucial strategic relevance, being a highly abundant oceanic pelagic species in the region.

The development of the fishery in the Northwest Indian Ocean

The analysis of the fisheries sector in the Northwest Indian Ocean reveals that the purpleback flying squid has become the primary target of large distant-water fishing fleets. Vessels flying the Chinese flag operate actively in the adjacent international waters off the coasts of Yemen and Omán, an operational deployment that generates the logistical need for access to ports and service infrastructure on the periphery of these catch zones.

Historically, the presence of Chinese vessels and those of other Asian and European origins in these marine areas has generated global debate. Various fisheries governance reports classify part of the catches in the region under the IUU (illegal, unreported, and unregulated) category due to incidental incursions into zones reserved for artisanal fleets or the use of techniques such as bottom trawling.
