European Parliament Backs Regulation for Plant-Based Fish Substitute Labeling

ANFACO-CECOPESCA, the Spanish Association of Manufacturers of Canned Fish and Seafood, is celebrating the publication of a European Parliament study titled "Labelling of plant-based seafood substitutes: Scope and issues at stake." This report analyzes the rise of plant-based products imitating fish and the challenges of their labeling in the EU market.

The study, commissioned by the European Parliament's Committee on Fisheries, confirms the seafood sector's concerns regarding the use of names and images associated with fish on products containing no marine ingredients. Such practices can mislead consumers and distort fair competition.

The report specifically proposes limiting the use of terms like "tuna" or "salmon" exclusively to products of animal origin and adapting existing legislation to guarantee clear and accurate consumer information. It also recommends detailed descriptions of ingredients and the processing level for plant-based substitutes.

ANFACO-CECOPESCA views this report as a strong endorsement of its intersectoral campaign #CadaCosaPorSuNombre (Each Thing By Its Name), launched in 2024. This campaign actively denounces unfair practices in Spain and seeks to strengthen oversight in supermarkets. The organization trusts that this study will drive legislative reform of EU Regulation 1169/2011 to establish clear product denominations based on their origin.
Roberto Alonso, Secretary General of ANFACO-CECOPESCA, emphasized the need to improve the regulatory framework to protect consumers. He proposes incorporating these measures into the upcoming revision of the Common Organization of Markets for fishery and aquaculture products.
