Historic Fishing Agreement: Unions and Chambers Unlock the 2026 Shrimp Season

Argentina’s Freezer Trawler Fleet Adjusts Salaries to International Markets and Guarantees Start of High Seas Season.

Following intense negotiations at the Grupo Iberconsa offices on 1000 Reconquista Street in CABA, a parity agreement has been finalized to allow the start of the shrimp fishery. The United Maritime Workers' Union (SOMU) and the Naval Conductors' Union of the Argentine Republic (SICONARA) reached agreements with the Argentine Patagonian Chamber of Fishing Industries (CAPIP), the Chamber of Fishing Vessel Owners and Freezers of Argentina (CAPeCA), and the Council of Argentine Fishing Companies (CEPA).

The signing featured key representatives: for SOMU, General Secretary Raúl Durdos and Fishing Secretary Juan Navarro; for SICONARA, its head Mariano Vilar. Representing the business sector were Agustín de la Fuente (CAPIP), legal representative Eduardo Saravi (CAPeCA), and legal representative María Fernanda Grimaldi (CEPA).

A Salary Scheme Linked to Exports

The new understanding establishes that proportional production wages will depend on the export value of shrimp, using mobile tables based on data from the National Customs Directorate. Three reference ranges were defined based on the price per ton of whole shrimp:

  • Less than $6,000.

  • Between $6,000 and $8,000.

  • Between $8,000 and $8,500.

For larger shrimp (category L1), reference values for settlement start at $4,524 in low international price scenarios, rising to $4,756 in intermediate ranges, and reaching $5,800 in favorable contexts. A critical point of the agreement is that the resulting value will be multiplied by 90% of the buyer exchange rate for the dollar set by Banco Nación at the time of unloading.

Key Agreement Details

  • Absorption of Items: Production wages will now absorb the basic salary and the "full hold" concept, provided that effective production has been accrued.

  • Officer Bonuses: Exclusively for the 2026 season, a non-remunerative annual bonus of $1,800 was implemented for the chief engineer and $1,500 for the 1st engineering officer, to be paid within 30 days after the season ends.

  • Validity: The agreement is effective until the signing of a new Collective Bargaining Agreement (CCT). Negotiations for this new comprehensive framework will begin in December 2026 and are expected to conclude by October 2027 at the latest.

Perspectives on the Signing

From the business sector, the agreement was presented as a necessary condition to guarantee the viability of the fleet in the face of rising labor costs and fluctuating international prices. For the SOMU leadership, the decision guarantees job continuity for hundreds of crew members, despite the salary reconfiguration.

"The validity of this agreement will begin with the signing and last until the renewal of the collective bargaining agreements and will involve the automatic incorporation of modifications to the conventional text, as they are accessory, complementary or substitutive, as the case may be."

For its part, SICONARA established that working conditions set individually in adjustment contracts:

"can never be lower than those established in this agreement."

With the ratification of these points, the freezer trawler fleet will begin the fishery in national waters in the coming weeks, under a scheme that seeks to align maritime wages with export competitiveness.
