Vietnam’s Lobster Industry Struggles to Rebound After Devastating Floods

Slow recovery, funding shortages, and policy hurdles keep supply tight despite rising prices

HANOI — Vietnam’s key lobster-producing regions are facing a prolonged recovery after the devastating November 2025 typhoon and floods, with production still far below normal levels and market prices continuing to climb.

In central coastal areas such as Ku Meng Tan and Xuan Taiwan, aquaculture activity remains subdued months after the disaster. What is typically the peak lobster farming season has instead been marked by rows of damaged cages left unrepaired and idle under the sun. Many farmers have only cautiously resumed operations, stocking small quantities rather than returning to full-scale production.

Funding Crisis Slows Recovery

The primary obstacle is a severe lack of capital. Larger-scale farmers, who previously stocked thousands of lobsters, are now managing only about 500 lobsters per season—less than 10% of pre-disaster levels.

One farmer reported losing 25 cages and 6,000 lobsters, wiping out nearly their entire income. Others who had invested heavily in up to 3,000 lobster larvae saw mass die-offs after the floods, leaving them unable to restock or secure loans. Many have temporarily abandoned aquaculture, turning instead to nearshore fishing to survive.

Prices Rise, But Production Lags

While lobster prices have increased due to supply shortages, higher prices have not translated into a rapid production rebound. Farmers remain hesitant to restart operations without sufficient funds or repaired infrastructure.

To manage risks, some have shifted to lower-investment species or diversified into fish such as cobia and sea bream. This strategy, while reducing financial exposure, has further limited lobster output in the country’s main farming regions.

Billions in Losses, Limited Policy Impact

The scale of damage is significant. By the end of 2025, approximately 126,800 aquaculture cages had been destroyed across the province, with total losses exceeding 2 trillion VND (about US$80 million). Of these, around 54,000 cages were located in Ku Moon Dam and Xuan Thai.

In response, local authorities introduced Resolution No. 05 on February 12, 2026, aimed at supporting post-disaster recovery. However, implementation has been slow and complicated.

Bureaucratic Barriers and Planning Gaps

A major challenge lies in discrepancies between official aquaculture plans and actual farming practices. Many farmers operated outside designated zones or failed to complete required registrations and documentation.

In Chuntaifang, for example, the planned aquaculture area covers about 115 hectares, yet much of the actual farming activity occurs beyond these boundaries. This mismatch has made it difficult for authorities to verify losses and approve subsidies.

Officials have expressed concern that distributing funds based on incomplete data could lead to disputes, with some even suggesting withholding direct subsidies altogether in this phase.

Shift Toward Indirect Support

Similar issues have emerged in Songqiu, where unregistered, spontaneous farming is widespread. Authorities acknowledge that limiting aid only to compliant farmers would exclude a large portion of those affected, yet expanding eligibility lacks legal clarity.

As a result, policymakers are leaning toward indirect support measures, including debt extensions, loan deferrals, and improved access to financing, rather than direct cash subsidies.

Long Road Ahead for Supply Recovery

The slow pace of recovery is expected to keep lobster supply constrained for the foreseeable future. Even as prices rise, the industry remains stuck in a cycle of cautious, small-scale restocking.

Local governments have begun restructuring aquaculture zones with a long-term plan extending to 2030, aiming to create more organized and manageable farming areas. Farmers will also be required to complete registration and declarations at the start of each season to improve oversight and risk management.

For now, however, Vietnam’s lobster industry faces a difficult path forward, with recovery likely to remain gradual and uneven.

主な障害は深刻な資金不足である。かつて数千匹のロブスターを投入していた大規模養殖業者でさえ、現在は1シーズンあたり約500匹にとどまり、これは災害前の10%未満に過ぎない。

ある養殖業者は25基のケージと6,000匹のロブスターを失い、ほぼ全ての収入源を失ったと報告している。また、最大で3,000匹のロブスター稚魚に投資していた他の業者も、洪水後の大量死により再投入や資金調達ができなくなった。多くは養殖業を一時的に断念し、生活のために沿岸漁業へと転換している。

価格は上昇も、生産は回復せず

供給不足によりロブスター価格は上昇しているものの、その価格上昇が生産の迅速な回復につながってはいない。資金不足やインフラ未復旧のため、養殖業者は生産再開に慎重な姿勢を崩していない。

リスク分散のため、一部の業者は低投資の魚種へ転換したり、コビアやタイなどの魚類を併せて養殖する動きも見られる。この戦略はリスク軽減には寄与するものの、主要生産地域におけるロブスター供給のさらなる制約要因となっている。

数十億規模の損失、政策効果は限定的

被害規模は甚大である。2025年末までに、州全体で約126,800基の養殖ケージが破壊され、損失額は2兆ベトナムドン(約8,000万米ドル)を超えた。このうち約54,000基クームーンダムおよびスアンタイに集中していた。

これを受け、地方当局は2026年2月12日決議第05号を導入し、災害後の復旧支援を図ったが、その実施は遅れと複雑さに直面している。

官僚的障壁と計画の不一致

大きな課題は、公式な養殖計画と実際の操業実態との乖離である。多くの養殖業者は指定区域外で操業していたり、必要な登録や書類手続きを完了していなかった。

例えばチュンタイファンでは、計画上の養殖面積は約115ヘクタールであるにもかかわらず、実際の養殖活動の多くはこの範囲外で行われている。この不一致により、当局は損失の正確な把握や補助金承認が困難となっている。

当局は、不完全なデータに基づく資金配分が将来的な紛争を招く可能性を懸念しており、今回の段階では直接補助金の支給を見送る案も検討されている。

間接支援への転換

ソンキウでも同様の問題が見られ、無登録の自発的な養殖が広く行われている。当局は、計画に従う養殖業者のみに支援を限定すると多くの被災者を排除することになると認識している一方、支援対象の拡大には法的根拠が不足している。

そのため政策担当者は、直接的な現金補助ではなく、債務延長返済猶予、および資金調達環境の整備といった間接的支援策に重点を置いている。

供給回復への長い道のり

回復の遅れにより、ロブスター供給は当面制約された状態が続く見通しである。価格が上昇しても、業界は依然として慎重な小規模再投入の段階にとどまっている。

地方政府は2030年までを見据えた養殖区域の再編を開始し、より集約的で管理可能な養殖体制の構築を目指している。また、シーズン開始時の登録および申告を義務化し、リスク管理の強化を図る方針である。

現時点では、ベトナムのロブスター産業は依然として困難な状況にあり、回復は緩やかかつ不均衡なものになると見られている。

资金危机拖慢复苏

复苏的主要障碍是严重的资金短缺。大型养殖户过去每季投放数千只龙虾,如今仅维持在每季约500只,不足灾前水平的10%

一名养殖户表示,其在灾害中损失了25个网箱和6,000只龙虾,几乎失去了全部收入来源。另一些曾投资高达3,000只龙虾苗的养殖户,在洪水后遭遇大规模死亡,无法继续投放或获得贷款。许多人被迫暂时退出养殖业,转而从事近海捕捞维持生计。

价格上涨但生产未恢复

尽管由于供应紧张龙虾价格上涨,但价格回升并未带动生产迅速恢复。由于缺乏资金及基础设施尚未修复,养殖户对重启生产仍持谨慎态度。

为分散风险,一些养殖户转向低投入物种,或将龙虾养殖与军曹鱼和海鲷等鱼类结合。这种策略虽降低风险,但进一步限制了主要产区的龙虾供应。

数十亿损失,政策效果有限

损失规模巨大。截至2025年底,全省约有126,800个养殖网箱受损,总损失超过2万亿越南盾(约8,000万美元)。其中约54,000个网箱集中在库蒙坝春泰地区。

对此,地方政府于2026年2月12日发布第05号决议,以支持灾后恢复,但实施过程中仍面临诸多障碍。

官僚障碍与规划不匹配

主要问题在于官方规划与实际养殖情况之间的差距。许多养殖户未在规划区域内作业,或未完成必要的注册与申报手续。

例如在春泰坊,规划养殖面积约为115公顷,但大部分实际养殖活动并未在该区域内进行。这种不匹配使政府难以准确核实损失并批准补贴。

地方政府担心,在信息不完整的情况下发放补贴可能引发纠纷,甚至提出在本阶段不提供直接补贴的方案。

转向间接支持

松丘地区也存在类似问题,未注册的自发养殖现象普遍。政府认为,仅对符合规划的养殖户提供补贴将与现实严重脱节,但扩大范围又缺乏法律依据。

因此,政策制定者更倾向于推动间接支持措施,如债务展期延期还款以及改善融资条件,而非直接现金补贴。

供应恢复之路漫长

复苏缓慢意味着龙虾供应将在较长时间内保持紧张。即便价格上涨,行业仍处于谨慎、小规模补苗阶段。

地方政府已启动至2030年的养殖区域重组计划,旨在建立更加集中和可控的养殖体系。同时,要求养殖户在每个生产季开始时完成注册与申报,以强化风险管理。

目前来看,越南龙虾产业仍面临严峻挑战,复苏进程预计将持续缓慢且不均衡。
