EU Slams Lack of Progress in Mackerel Talks, Urges Coastal States to Resume Negotiations

Brussels warns that continued delays threaten the sustainability of the North Atlantic mackerel stock

The European Commission has expressed disappointment over the lack of progress during the latest coastal states consultations on mackerel, held on 5 and 6 March, where the European Union served as chair. The meeting was convened to continue negotiations toward a comprehensive quota-sharing arrangement and to secure the sustainable management of the declining mackerel stock.

According to the Commission, discussions failed to produce results despite prior assurances from several participating parties that they would approach the talks with constructive flexibility. Acting in its role as chair, the EU said it entered the negotiations with a clear objective: to facilitate consensus while demonstrating openness and willingness to compromise.

The European Union reiterated that it has consistently fulfilled its responsibilities as a coastal state, acting in accordance with the principles established under the United Nations Convention on the Law of the Sea. Over the past five years of consultations, the EU has repeatedly advocated for stronger sustainability measures and responsible management of the mackerel stock.

In particular, the Commission emphasized that the EU has been the only party consistently raising concerns about the need to follow scientific recommendations issued by the International Council for the Exploration of the Sea (ICES). The bloc has also warned about excessive fishing pressure, specifically pointing to overfishing by Russia, which it says threatens the long-term health of the stock.

While the latest round of negotiations represents a missed opportunity, the European Commission stated it remains committed to continuing dialogue. Officials stressed that any future agreement must respect the legitimate interests of the European Union and Greenland, noting that the EU has maintained a stable and consistent quota share throughout the negotiation process.

Looking ahead, the Commission called on all partners involved in the coastal states framework to take immediate and meaningful action to support the recovery of the mackerel population. Without coordinated efforts, officials warned, both the marine resource and the fishing sector that relies on it could face serious long-term risks.
