Hokkaido scallop season peaks as processors struggle with high costs

Rising catches in eastern Hokkaido bring relief to fishermen, but falling prices and stubbornly high processing costs continue to squeeze the industry.

The peak scallop harvesting season in Hokkaido, Japan, has arrived, particularly in the Notsuke–Odaishinuma area of eastern Hokkaido, yet local processors say the business environment remains challenging despite improved catches.

According to a report by Food World (Beijing), the scallop fishing season in the Notsuke–Odaishinuma fjord area, located along the Nemuro Strait at the southern edge of the Sea of Okhotsk, is now in full swing. While this year’s catch has increased significantly, prices have retreated from last year’s historic highs, and high raw material procurement costs continue to weigh heavily on processors.

The Notsuke–Odaishinuma region is Hokkaido’s third-largest scallop-producing area, following the Okhotsk coast and Pukawa Bay in southwestern Hokkaido. The 2024 scallop harvest is expected to exceed 16,000 tons, covering fishing periods from January to April and again in December. Representatives from the Hokkaido Fisheries Association – JF Notsuke stated that the season began in December, with an average daily catch of about 170 tons, indicating relatively stable fishing conditions. As of January 24, cumulative catches were up roughly 40% compared with the same period last year.

Despite this increase in supply, scallop prices have declined from last year’s record levels. By late January, large nearshore scallops (in shell) were selling for around 770 yen per kilogram (approximately US$4.98), while smaller scallops were priced near 270 yen per kilogram. Scallops from the nearby Tatsumi enhanced aquaculture zone were trading at about 710 yen per kilogram. Even so, processors note that these prices remain historically high. Last year, large scallop prices surged to over 1,000 yen per kilogram, driven by reduced output in the Sea of Okhotsk and strong export demand.

Those extreme price levels proved unsustainable, particularly for frozen scallop meat known in Japan as “tamayori.” Excessively high prices last year made the product difficult to sell, prompting a market correction this season. Still, current prices remain well above levels seen two years ago, when scallops typically traded between 500 and 600 yen per kilogram.

Processing costs remain elevated due to a persistently low scallop meat recovery rate of just 8% to 10%, a trend that has continued since last year. Wholesalers in Japan’s major consumer markets warn that current catch prices could push finished frozen scallop meat above 7,000 yen per kilogram, making even smaller 3S-grade products hard to move.

“Even scallops from the Okhotsk region struggled to find buyers at these prices last year,” said one wholesaler. Processors acknowledge that further price adjustments may be necessary, but caution that sharp declines could worsen supply shortages. “Scallop supplies are tight across Hokkaido, and products at the Hokkaido flea market are already drawing interest from other regions. If prices fall too far, we simply won’t be able to secure enough raw material.”

Although catches have shown signs of recovery, the overall supply-and-demand balance in the scallop market remains tight. With fishing and processing costs staying high, industry participants continue to worry about the stability of the supply chain and whether the market can absorb persistently high prices—questions that remain unresolved as the season reaches its peak.

日本・Hokkaidoのホタテ漁の最盛期が到来している。特に東HokkaidoのNotsuke–Odaishinuma地域では漁獲量が回復しているものの、価格の下落と高止まりする加工コストにより、加工業者は依然として厳しい経営環境に直面している。

Food World(Beijing)の報道によると、Nemuro Strait沿い、Sea of Okhotsk南端に位置するNotsuke–Odaishinuma入江地域では、ホタテ漁が本格化している。今年は漁獲量が大幅に増加した一方、価格は昨年の記録的高値から下落しており、原料調達コストの高さが依然として加工業者の重荷となっている。

尽管捕捞量略有恢复,扇贝市场整体的供需关系依然紧张。在捕捞和加工成本持续承压的情况下,业内人士普遍担忧未来供应链的稳定性以及市场是否能够接受长期高价,这些问题仍有待观察。
