Move strengthens sustainability incentives for reduction fisheries supplying aquaculture feed

Fisheries participating in the Marine Stewardship Council (MSC)’s Improvement Program are now formally recognised under the Aquaculture Stewardship Council (ASC)’s Feed Standard, marking a significant step forward for sustainability in the global aquaculture supply chain.

Launched in 2024, the MSC Improvement Program was designed to help fisheries worldwide — regardless of size or geography — implement the changes needed to meet the rigorous MSC Fisheries Standard. Once fisheries demonstrate that they meet minimum acceptable performance levels and have robust traceability systems in place, their products become eligible to enter supply chains certified under the MSC Chain of Custody program.

With the new recognition, reduction fisheries — those that produce marine ingredients such as fish meal and fish oil for aquaculture feed — engaged in the Improvement Program will also be acknowledged within the ASC sustainability ladder for marine feed ingredients.

The ASC Feed Standard, introduced in 2021, set a clear framework for companies in the FMFO (fish meal and fish oil) sector to move toward transparent and responsible sourcing practices. To maintain ASC certification, feed mills must demonstrate the sustainability credentials of ingredients used in aquaculture feed and show measurable improvement every three years, progressing toward a point where the majority of marine raw materials originate from MSC-certified fisheries.

According to Amanda Lejbowicz, Head of Fisheries Standard Accessibility at MSC, the development creates meaningful new incentives for fisheries to improve.

“This explicit recognition of fisheries in the MSC Improvement Program brings new incentives for reduction fisheries to improve their ecological performance,” said Lejbowicz. “The sustainability of fish feed has a vital role to play in tackling overfishing, with a significant proportion of wild-caught seafood used in aquaculture.

The ASC Feed Standard already recognised MSC certification as the gold standard for environmentally sustainable whole fish, and now also recognises those fisheries working through the Improvement Program to reach this high bar.”

Under the Feed Standard, ASC-certified feed mills must conduct due diligence on all ingredients that account for more than 1% of total annual purchased volume for ASC aquafeeds. While MSC certification serves as the recognised end goal for environmental sustainability of whole fish ingredients, additional requirements apply to whole fish inputs.

Specifically, more than 50% of whole fish ingredients must meet the Majority Sustainable Level (MSL) within ASC’s improvement ladder. Progression must be demonstrated at every audit cycle. The ladder framework includes various levels of fishery improvement projects, certifications, ingredient manufacturing controls, and traceability measures.

MSC-certified fisheries represent the final step on this improvement ladder, signalling best practice in responsible fisheries management and sustainable sourcing for aquaculture feed.

The strengthened alignment between MSC and ASC is expected to accelerate progress toward more sustainable marine ingredient sourcing — reinforcing efforts to combat overfishing while supporting responsible growth in global aquaculture.
