Fisheries sector boom: How India doubled fish output and strengthened access to credit

Rising production, easier loans, and export growth underline fisheries’ growing role in India’s rural economy

Mumbai: India’s fisheries sector has recorded a sharp expansion over the past decade, with total fish production nearly doubling to a record 19.7 million tonnes in FY 2024–25, according to data released by the Union government on Monday.

Alongside higher output, access to institutional credit for fishers and fish farmers has expanded significantly. Over the last 10 years, around 476,000 Kisan Credit Cards (KCCs) have been issued to stakeholders in the fisheries sector, enabling cumulative disbursements of approximately US$387 million under fisheries-specific lending schemes as of June 2025. Overall, more than US$1.57 billion in loans have been sanctioned under various government-backed programmes.

A key driver of infrastructure investment has been the Fisheries and Aquaculture Infrastructure Development Fund (FIDF). As of July 2025, 178 project proposals valued at over US$767 million had received approval, the government said in an official statement.

The KCC for Fisheries, introduced in 2018–19, continues to serve as the primary source of short-term institutional credit. Loans under the scheme carry an interest rate of 7%, which is reduced to 4% for borrowers who repay on time.

The FIDF, with a total corpus of about US$906 million and validity extended until March 2026, offers an additional 3% interest subsidy, lowering borrowing costs for infrastructure projects in aquaculture and allied activities.

To encourage banks to lend more actively, a US$90 million Credit Guarantee Fund, managed by NABSanrakshan, provides risk cover for collateral-free loans of up to US$15 million, the Ministry of Fisheries, Animal Husbandry and Dairying said.

Digitalisation has further streamlined access to finance. The National Fisheries Digital Platform has onboarded 12 state-owned banks, processed thousands of loan applications, and enabled remote credit access. More than 19,000 beneficiaries have applied so far, resulting in around 350 approvals, with loan amounts ranging from roughly US$180 to US$6 million.

Looking ahead, the government has set an ambitious production target of 22 million tonnes by FY26. The fisheries sector currently supports nearly 30 million livelihoods across the country.

On the trade front, fisheries exports reached approximately US$7.5 billion in FY25, driven largely by frozen shrimp shipments. The United States and China remained India’s largest export destinations.

Overall, fisheries now contribute 7.26% to India’s agricultural Gross Value Added (GVA). Policy interventions — including a reduction in GST on key fish products from 12% to 5% — have helped boost domestic consumption while enhancing India’s competitiveness in global seafood markets.
