EU Council Agrees Position to Fund Modernization and Decarbonization of Fishing Fleet Between 2028 and 2034

EUROPEAN UNION
Friday, October 02, 2026, 06:00 (GMT + 9)

Community negotiations open the door to strategic investments in new and existing vessels to renew the fleet, reduce emissions, and improve safety on board, pending final budget approval

BRUSSELS — The Council of the European Union reached a partial negotiating position to establish the support rules for the fishing sector for the period between 2028 and 2034. The proposed framework includes the possibility of funding vessel modernization, opening a key investment scenario for French and international shipowners in energy efficiency, equipment renewal, and maritime safety.

The position agreed upon by member states authorizes investments in both existing vessels and new builds. The central goals set by EU institutions aim to accelerate energy transition, optimize working conditions and living quarters on board, and actively promote generational renewal in fishing operations. Sources from the French Ministry of Ecological Transition noted that this consensus represents a substantial step forward in addressing the renewal of an aging fishing fleet and reducing operational dependence on fossil fuels.

Negotiation Process and Safeguards on Fishing Capacity

Despite political progress, the dossier remains in the negotiation phase. The Council of the European Union left overarching financial sections pending, which will remain subject to final agreement on the Multiannual Financial Framework (MFF) of the European Union. The Presidency of the Council must now enter trilogue negotiations with the European Parliament; consequently, there are currently no finalized budget allocations, disbursement schedules, or open public calls for proposals for shipowners.

The planned reform intends to consolidate much of the public support into national and regional partnership plans, replacing current financial instruments, including the European Maritime, Fisheries and Aquaculture Fund (EMFAF). To prevent adverse impacts on marine resources, the text incorporates strict safeguards: any investment in vessels that could potentially increase fishing capacity will require the prior and equivalent withdrawal of existing capacity from the fishery before introducing a new unit. The regulatory framework will also feature differentiated and streamlined rules for small-scale coastal fishing.

Investment Plans for the Fleet and Institutional Statement

For French shipowners, the eventual entry into force of these EU funds could enable tech-driven projects aimed at reducing fuel consumption, updating fishing gear, and enhancing safety and living conditions for crews. The concrete eligibility of each project will depend on the final text of the regulation, vessel category specifications, and the finalized national plans.

The Government of France described the consensus as a decisive step toward industry competitiveness, while emphasizing the need to advance pending parliamentary deliberations.

Regarding the agreement reached, Catherine Chabaud, Minister Delegate for the Sea and Fisheries of France, stated:

"I welcome the progress made. The ongoing work on the multiannual financial framework, particularly in discussions with the European Parliament, must allow us to continue exploring these avenues to ensure the full operationalization of this historic political decision. I know I can count on the European parliamentarians in this regard."

The parties will continue technical discussions over the coming months to establish the definitive text governing subsidies and investments in the European fishing industry starting January 1, 2028.
