ASEAN and CPTPP Markets Drive Growth as Retaliatory Tariffs Impact US Demand

HO CHI MINH CITY – Vietnam’s pangasius industry has demonstrated remarkable resilience in 2025, with total export turnover projected to reach nearly US$2.2 billion. This represents an 8% increase compared to 2024, signaling a steady growth momentum despite a volatile international landscape. According to data from the Vietnam Association of Seafood Exporters and Producers (VASEP), the year concluded on a high note, with December 2025 alone generating US$200 million in revenue, a 10% year-on-year surge driven by end-of-year stockpiling.

Global Market Performance: Winners and Losers

The export landscape in 2025 saw significant divergence between traditional strongholds and emerging growth hubs:

  • China: Remained the leading destination. In December 2025, exports skyrocketed by 25% to US$60 million, accounting for 30% of the month’s total value. The annual total is projected at nearly US$560 million (+2%).

  • Brazil: Emerged as the standout performer of the year. Exports reached US$176 million, a massive 36% increase over 2024. In December alone, the market grew by 65%.

  • The United States: Faced a challenging year due to a 20% retaliatory tariff and high inventory levels. Exports in December plummeted by 37%, bringing the 2025 annual projection down to US$325 million (a 6% decrease).

  • CPTPP Bloc: This trade bloc saw a 34% total increase in 2025, reaching US$367 million. Mexico led the group with US$77 million, followed by the UK at US$60 million and Colombia at US$56 million.

  • ASEAN & Middle East: Both regions showed double-digit annual growth, with ASEAN reaching US$203 million (+20%) and the Middle East hitting US$176 million (+19%).

Product Structure and Value Addition

The industry continues to rely heavily on frozen fillets, though value-added segments are beginning to stir:

Strategic Outlook for 2026

As the industry moves into 2026, businesses are bracing for continued pressure in the US market. Experts suggest that the path to stability lies in geographical diversification and industrial evolution.

Expansion Strategy: To mitigate the impact of US tariffs, exporters are increasingly pivoting toward the CPTPP, ASEAN, and Middle East regions. While Brazil remains a high-growth bright spot, its current reliance on frozen fillets suggests an opportunity for product diversification.

Deep Processing: While processed pangasius (HS 16) grew by 8%, it still represents a modest fraction of total trade. For 2026, the industry's success will depend on:

  1. Increasing investment in deep processing facilities.

  2. Diversifying the product portfolio beyond standard fillets.

  3. Maintaining sustainable certifications to meet the stringent environmental and social standards of the EU and other premium markets.
