The China Canned Food Industry Association holds an important meeting

Industry leaders, regulators, and more than 60 enterprises discuss standards, research findings, and next steps for compliant and sustainable development

On the afternoon of January 16, the China Canned Food Industry Association (CCFIA) held a “Meeting on Phosphate Limits and Related Work in Canned Aquatic Products” to address key regulatory and technical challenges facing the canned seafood sector. The meeting aimed to promote the healthy and orderly development of the industry, strengthen industry-wide communication and collaboration, and report on recent research findings related to phosphate usage in canned aquatic products.

The meeting was chaired by Liu Youqian, President of the China Canned Food Industry Association, and attended by Chao Xi, Secretary-General, Li Qing, Deputy Secretary-General, and Zhai Man, Deputy Director of the Quality and Standards Department, along with other association representatives. According to a press release from the Association, representatives from more than 60 canned aquatic product manufacturers participated in the meeting online.

During the meeting, President Liu Youqian introduced the background and objectives of the conference and outlined the current regulatory landscape concerning phosphate limits in canned aquatic products. He also reviewed the Association’s recent key initiatives, emphasizing the importance of aligning industry practices with evolving national standards.

Liu noted that, to better understand industry dynamics, the Association organized on-site research visits from December 15 to December 22, 2025, to major canned seafood production hubs including Rongcheng, Shandong Province, and Zhangzhou and Jinjiang, Fujian Province. The research focused on three core areas:

  1. Assessing the production and operational status of canned aquatic product enterprises in 2025, and identifying key pain points and development challenges;

  2. Conducting preparatory work for the establishment of the Canned Aquatic Product Branch, aimed at strengthening industry organization and cooperation;

  3. Mobilizing enterprises to participate in the compilation of the “Canned Food Handbook”, to further consolidate the industry’s technical and knowledge base.

“The research is a critical tool for the Association to connect with enterprises and serve the industry,” Liu Youqian emphasized, adding that the findings will help the Association provide targeted support, assist companies in overcoming difficulties, and mitigate development risks.

Following this, Deputy Secretary-General Li Qing presented a comprehensive report on the survey results. She elaborated on the background and objectives of the research and shared key findings related to enterprise operations, technical and process challenges, and difficulties in policy implementation. Li highlighted several urgent issues requiring industry-wide attention, as well as the concentrated demands of enterprises, providing an important foundation for the Association’s future member services.

Secretary-General Chao Xi then delivered a detailed interpretation of the national food safety standard GB 2760-2024, with a focus on phosphate limits in canned aquatic products. He explained the core provisions and key implementation points of the standard, and briefed participants on the Association’s feedback to the National Center for Food Safety Risk Assessment, as well as responses received from relevant authorities. He also updated enterprises on the latest progress in related regulatory coordination efforts.

At the conclusion of the meeting, President Liu Youqian stressed that, in accordance with the “Regulations on the Application and Acceptance of New Varieties of Food Additives (Health Supervision Document No. 49 of 2010)”, all enterprises must complete application forms and prepare the required supporting documentation in strict compliance with regulatory requirements. He called on all canned aquatic product manufacturers to actively respond to the Association’s initiatives, fully cooperate in applications for adjustments to relevant food safety standards, and work collectively to achieve substantial progress in addressing the phosphate issue.


中国缶詰食品工業協会、重要な会議を開催

業界関係者や専門家、60社以上の企業が参加し、基準、調査結果、ならびに持続可能で適正な産業発展に向けた今後の取り組みについて協議

1月16日午後中国缶詰食品工業協会(CCFIA)は、缶詰水産食品分野における主要な規制および技術的課題に対応するため、「缶詰水産食品におけるリン酸塩使用制限および関連業務に関する会議」を開催した。本会議は、業界の健全かつ秩序ある発展を促進し、業界内のコミュニケーションと協力体制を強化するとともに、缶詰水産食品におけるリン酸塩使用に関する最新の調査研究成果を共有することを目的として行われた。

会議は、**中国缶詰食品工業協会会長の劉有乾(Liu Youqian)**が議長を務め、事務総長の晁熙(Chao Xi)副事務総長の李青(Li Qing)品質・基準部副部長の翟曼(Zhai Man)をはじめとする協会関係者が出席した。協会の発表によると、60社以上の缶詰水産食品製造企業の代表者オンライン形式で本会議に参加した。

会議の冒頭で、劉有乾会長は会議開催の背景と目的を説明し、缶詰水産食品におけるリン酸塩使用制限の現状および協会が最近重点的に進めてきた取り組みについて概説した。また、業界の実態を正確に把握するため、協会が2025年12月15日から12月22日にかけて、山東省栄成市、および福建省漳州・晋江といった主要な缶詰水産食品産業集積地で現地調査を実施したことを明らかにした。

同調査は、以下の3つの重点分野に焦点を当てて実施された。
第一に、2025年における缶詰水産食品企業の生産・経営状況を把握し、業界発展における課題やボトルネックを明確にすること。
第二に、業界組織の力を結集することを目的とした缶詰水産食品分科会設立に向けた準備および動員
第三に、業界の技術基盤を強化するための**「缶詰食品ハンドブック」編纂事業の推進**である。

劉会長は、「調査活動は、協会が企業と直接つながり、業界に貢献するための重要な手段である」と強調し、調査結果を基に、協会が企業の実際の課題やニーズを的確に把握し、困難の克服や発展リスクの軽減を積極的に支援していく方針を示した。

続いて、李青副事務総長が調査全体の概要について報告を行い、調査の背景と目的を説明するとともに、企業の生産・経営状況、技術および工程上の課題、政策実施における問題点などに関する主な調査結果を共有した。あわせて、業界が早急に対応すべき重点課題や、企業から寄せられた共通かつ集中的な要望を整理し、今後協会が的確な会員サービスを展開するための重要な基礎資料を提示した。

その後、晁熙事務総長が、缶詰水産食品におけるリン酸塩使用制限に関する国家食品安全基準「GB 2760-2024」について専門的な解説を行い、主要条項および実施上の重要ポイントを詳しく説明した。また、協会が国家食品安全リスク評価センターに提出した意見や、関係部門からの回答内容について報告し、関連業務の最新の進捗状況を企業側と共有した。

 

会議の締めくくりとして、劉有乾会長は、「新規食品添加物品種の申請および受理に関する規定(衛生監督文書第49号・2010年)」に基づき、すべての企業が規定に従って申請書類を作成し、必要な補足資料を整備する必要があると強調した。そのうえで、すべての缶詰水産食品製造企業に対し、協会の呼びかけに積極的に応じ、関連する食品安全基準の調整申請に全面的に協力し、リン酸塩問題において実質的な進展を実現するため、業界一丸となって取り組むよう呼びかけた。
