Conapesca reinforces sustainability: Mugil capture prohibited in South Pacific and alternative tuna closure begins in the Eastern Pacific Ocean
The Secretariat of Agriculture and Rural Development (SADER), through the National Commission of Aquaculture and Fisheries (Conapesca), has announced the implementation of seven new exploitation periods (open seasons) and the start of two closed seasons (vedas) for various marine species in November of 2025. These measures, based on the technical opinion of the Mexican Institute for Research in Sustainable Fisheries and Aquaculture (IMIPAS), aim to guarantee the responsible utilization and conservation of aquatic resources in Mexico.
Exploitation Periods (Fishing Openings)
As of November, commercial fishing resumes for several species in key areas:

Additional Note on Snails (Conchs): Species like the Queen Conch (Lobatus gigas), iconic in Quintana Roo and one of those mentioned, are a key resource in the Mexican Caribbean region, and their fishing is regulated with special care due to their vulnerability.
New Closed Seasons (Fishing Prohibition)
Conversely, two temporary prohibitions are established to protect reproductive cycles:
-
Striped Mullet (Lisa) Closed Season (Mugil cephalus):
-
Period: From November 1 until December 31, 2025.
-
Zone: Coastal waters of the states of Colima, Michoacán, Guerrero, Oaxaca, and Chiapas (South Pacific).
-
Alternative Tuna Closed Season:
-
Species: Yellowfin tuna (Thunnus albacares), Pacific bluefin tuna (Thunnus orientalis), and Bigeye tuna (Thunnus obesus).
-
Period: From November 9, 2025, until January 19, 2026.
-
Zone: Federal jurisdiction waters of the Mexican Pacific Ocean, high seas, and foreign jurisdictional waters of the Eastern Pacific Ocean (EPO). This measure is an alternative period to the one established by the Inter-American Tropical Tuna Commission (IATTC), to which commercial fishing permit holders for tuna vessels must adhere.
