IFFO Reveals How Supply Crises in Peru and China Are Reshaping the Global Marine Ingredients Market

Dwindling fishmeal production triggers economic anxiety for aquafeed and livestock industries worldwide.

A perfect storm of climate anomalies and strict environmental regulations is choking the global supply of marine ingredients. According to the latest market intelligence report from IFFO (The Marine Ingredients Organisation), a combination of Coastal El Niño conditions in South America and aggressive fishing bans in Asia has left the international fishmeal and fish oil sectors facing severe constraints.

 

Peru’s Anchoveta Crisis Deepens Under El Niño

In a standard trading year, Peru single-handedly commands 20% of global fishmeal and fish oil production. However, the current Coastal El Niño phenomenon has thrown the region's marine ecosystems into disarray, forcing a sluggish start to the crucial anchoveta fishing season.

The primary challenge stems from an alarmingly high incidence of juvenile fish, forcing maritime authorities to step in with aggressive conservation protocols.

“A new extended fishing ban was imposed in the north centre of the country on 27 May, as warm water and high juvenile presence suggest a precautionary management of the anchovy biomass. The new ban will be running until 10 June,” stated Enrico Bachis, Market Research Director at IFFO.

Global Production Falters Across Both Hemispheres

The supply crunch is not isolated to Peru. IFFO tracking data reveals a widespread slowdown across major global fishing hubs:

  • Chile: Cumulative catches and fishmeal output remain significantly below last year's benchmarks, despite a stable supply of salmon by-products.

  • Northern Europe: The Blue whiting season is winding down sharply in Iceland and Norway, while Denmark continues to report weak yields for both sand eel and sprat.

  • United States: Providing a rare glimmer of positive news, the Gulf menhaden fishing season has kicked off with better results than last year, while the Atlantic season is slated to begin in June.

Collectively, this data represents insights from key IFFO member nations—including Chile, Denmark, the Faroe Islands, Iceland, Ivory Coast, Mauritius, Norway, the UK, the USA, Peru, South Africa, and Spain—which together dictate 40% of global fishmeal production and 50% of fish oil output.

China Facing Fishing Bans and Feed Market Volatility

Across the Pacific, China’s domestic production of marine ingredients has hit a regulatory brick wall. Following the implementation of strict seasonal fishing bans on 1 May, local raw material supply has been entirely reliant on frozen fish stockpiled prior to the moratorium, alongside available processing by-products.

Despite these limits, tight global supplies and a brief recovery in demand actually pushed China’s domestic production of fishmeal and fish oil during the first four months of 2026 above year-on-year levels. However, the upcoming summer months look incredibly bleak for the aquaculture sector.

Skyrocketing feed ingredient costs and high feed prices, coupled with weak farm-gate prices for specialty aquatic species, have left aquafeed producers bracing for impact. Market analysts anticipate that June and July will be the most financially punishing months of the year, expecting sharp declines in both sales volumes and profitability.

While aquafeed sales survived the first four months of the year by servicing existing fish and shrimp stocks in ponds, future demand now hinges entirely on whether cash-strapped farmers choose to restock their farms as current stocks are harvested.

Shifting Grain Markets and Livestock Headwinds

The economic strain extends to China's livestock sector as well, where short-term demand for pigfeed ingredients is projected to remain incredibly weak.

In response to this shifting demand, the broader agricultural commodities market is experiencing notable divergence:

  • Soybean Meal: Prices have recently plummeted due to a combination of oversupply and weak demand from the feed sector. According to China’s Customs, soybean imports for the first four months of 2026 totaled approximately 25.15 million metric tons (mt)—an 8.5% jump compared to the same period last year.

  • Corn: Prices have bucked the trend, remaining relatively stable overall despite the turbulence in the livestock feed sector.
