International conference on bluefin tuna catch quotas fails to reach agreement on increasing quotas; Mexico changes its mind at the last minute

Japan proposed a 25% increase in its catch quota due to the abundance of the resource, but strong opposition from Mexico prevented an agreement from being reached, leaving Japanese fishermen deeply disappointed and urging immediate action in the face of the crisis.

An international conference to discuss the management of Pacific bluefin tuna (Thunnus orientalis) resources concluded on July 14, 2026, without reaching an agreement on expanding catch quotas. Despite the current situation recording abundant catches, disagreements among participating countries and regions prevented a consensus in Nagasaki City, where negotiations had been underway since the 8th of this month. The failure to reach an agreement makes a quota increase for next year highly unlikely, putting immense pressure on local fishermen.

The focus of the conference was the details of new fishing rules that would automatically determine catch quotas based on resource levels. Specifically, negotiations continued based on a proposal to reduce the catch quota for small fish under 30 kg by 6% in the Western and Central Pacific area, which includes the waters near Japan, while increasing the quota for large fish over 30 kg by 25%.

However, Mexico suddenly expressed its opposition towards the end of the conference. The North American country strongly supported a different proposal, arguing that the catch quota should be allocated more to the Eastern Pacific region, which includes Mexico, making it impossible to bridge the gap between the two sides.

"We were unable to reach an agreement, and we will continue discussions," said Takumi Fukuda, who serves as the Councilor of the Resources Management Department and Director-General for International Fisheries at Japan's Fisheries Agency, Fukuda added, "If we cannot reach an agreement this year, the current rules will be applied next year. The timeline is extremely tight, but we want to explore all possibilities to see what we can do." Another official from the agency expressed strong indignation: "We feel strong indignation that an agreement could not be reached due to the unreasonable actions of one country."

The urgency for Japanese fishermen stems from the fact that bluefin tuna catches along the Japanese coast have recently increased dramatically, approaching the upper limits. In some areas, an unprecedented situation has occurred where fishing has been suspended or voluntarily restricted, which has multiplied the industry's demands for an increase in the quota.

Regarding the failure to reach an agreement, the All Japan Federation of Fisheries Cooperative Associations (Zengyoren) issued a sharp statement: "We are surprised and angered that an agreement could not be reached due to Mexico's unilateral and unreasonable proposal. The plight of domestic fishermen is urgent, and we urge them to seize every opportunity until the annual meeting at the end of the year to make continuous efforts toward realizing Japan's demands, including an increase in quotas."

The impact is being felt acutely in local fishing communities. In Nagasaki Prefecture, last year's bluefin tuna catch was approximately 890.8 tons for small tuna weighing less than 30 kg, ranking first in the nation, and approximately 344.9 tons for large tuna weighing 30 kg or more, ranking third nationwide.

Seiji Nishikawa, a fisherman in Tsushima City, Nagasaki Prefecture, where bluefin tuna fishing thrives, shared his current situation. Nishikawa catches both large and small bluefin tuna, but he reached the upper limit of his catch quota for large tuna last month, meaning he can no longer catch them. He is currently refraining from catching small tuna to save them for the winter season when prices rise. "We have had a very hard time with the current rules, so we are very disappointed with the results of this meeting. We believe that the ocean is teeming with bluefin tuna, so we hope that we will be given a fishing quota higher than what we have had so far," Nishikawa stated.

A similar situation is occurring in the north of the country. In the Minami-Kayabe district of Hakodate City, the Minami-Kayabe Fisheries Cooperative mainly uses fixed nets for its operations. The number of bluefin tuna has increased so dramatically that huge quantities are being caught in the nets. Since it is practically impossible to remove only the tuna from the fixed nets, most fishermen have been forced to suspend fixed-net fishing altogether.

Kenji Sakata, head of the cooperative, expressed his frustration after the international conference concluded: "We had hoped that an agreement would be reached on the increased quota that Japan is requesting, but nothing was decided, which is disappointing. The rapid increase in bluefin tuna is having a serious impact on various types of fishing, so we hope the government will continue to work hard in negotiations."

Although a consensus before the end of the year seems difficult to achieve, Japan's Fisheries Agency confirmed it will keep discussions open to resolve the situation at the annual meetings scheduled for the coming months.

クロマグロ一本釣りなどが盛んな長崎県対馬市の漁業者、西川清二氏は現在の窮状を語った。西川氏は大型魚と小型魚の両方を漁獲しているが、大型魚については先月すでに漁獲枠の上限に達し、これ以上水揚げできない状態にある。現在は価格が上昇する冬の時期に備えて小型魚の出漁を控えている状態だ。「現行のルールでは非常に苦しい思いをしてきたため、今回の会議の結果には大変落胆している。海にはクロマグロが溢れていると実感しており、これまで以上の漁獲枠が割り当てられることを望んでいる」と西川氏は訴えた。

同様の事態は北日本でも起きている。マグロ漁が盛んな北海道函館市の南茅部地区では、主に定置網漁が行われている。しかし、クロマグロの来遊量が爆発的に増加したため、網に大量のマグロが入り込む事態となっている。定置網からマグロだけを選別して逃がすことは事実上不可能なため、多くの漁業者が定置網漁そのものを全面的に停止せざるを得ない状況に追い込まれている。

同漁協の坂田健二組合長は、国際会議の閉幕後に苦渋の表情で語った。「日本が要求している漁獲枠の拡大について合意されることを期待していたが、何も決まらなかったことは非常に残念だ。クロマグロの急増は様々な漁業種に深刻な悪影響を与えており、政府には引き続き粘り強い交渉を求めたい」。

年内の合意形成へのハードルは高いものの、日本の水産庁は、今後数ヶ月の間に予定されている年次会合において事態を打開すべく、交渉の席を維持していく方針を確認している。
