Peru Officializes Catch Quota for the First Anchovy Fishing Season in the Southern Region

The Ministry of the Production establishes a maximum extraction limit of 251,000 metric tons following biomass analyses by the Instituto del Mar del Perú.

LIMA – The Ministry of the Production of Peru (PRODUCE) has issued the definitive ministerial resolution regulating the fisheries management for the southern coast regarding the anchovy (Engraulis ringens) and white anchovy (Anchoa nasus) resources. Based on technical recommendations submitted by the Instituto del Mar del Perú (IMARPE) following the hydroacoustic evaluation campaign of marine biomass, the authority has set the Total Allowable Catch Limit (LMTCP) for the first season of 2026 at 251,000 metric tons. This measure aims to balance the supply of raw material for the fishmeal and fish oil industry with ecological sustainability in the face of current oceanographic variables.

The extractive season will formally begin at 00:00 hours on Monday, June 15 (Peru time), covering the maritime area between parallel 16°00’S and the southern extremity of the Peruvian maritime domain. In order to monitor the incidental catch margins of juvenile specimens, PRODUCE has ordered the Directorate General of Supervision, Audit, and Sanction to activate the onboard observer program in 100% of the authorized industrial fleet, requiring immediate notification of hauls with a juvenile presence exceeding 10% to proceed with preventive zone closures within a maximum period of 24 hours.

The oceanographic context of this season is particularly complex. The latest reports from the multisectoral committee responsible for the National Study of the El Niño Phenomenon (ENFEN) indicate a transition towards cold neutral conditions, which has favored the upwelling of nutrient-rich sub-surface waters in the southern region. This thermal scenario has concentrated anchovy schools into a narrower coastal strip, facilitating detectability by the fishing fleet but increasing the risk of overlap with spawning and primary recruitment areas. For this reason, the scientific authority of IMARPE emphasized the need to maintain a severe precautionary approach, avoiding excessive extractive pressures in high-density biological quadrants.

At a macroeconomic level, the allocated quota represents a strategic relief for fishmeal and fish oil processing companies settled in the ports of Ilo and Matarani. The productive stability of the southern zone is fundamental to sustain international supply contracts with the aquaculture markets of Asia and Europe, at a time when global demand for premium marine ingredients exerts upward pressure on international prices. Industrial fleet shipowners have already initiated bunkering protocols and equipment calibration to ensure that raw material maintains the quality standards required for the production of Super Prime grade fishmeal.

To facilitate the evaluation of the production ceilings of the fleet and the corresponding fiscal taxes per discharged ton, the official schedule of reference values set for the start of the season is presented:

Processing plants operating in southern Peru have projected that, if the 100% of the global quota is completed within the estimated timeframes, the average industrial yield will yield approximately 56,000 tons of high-protein fishmeal and nearly 9,000 tons of refined fish oil. These volumes are vital to stabilize the financial balances of local operators after the prolonged closure periods of the previous year. Discharges at authorized docks will be monitored through an integrated system of electronic scales connected in real-time to PRODUCE central servers, mitigating any risk of underreporting or diversion of raw material into the unauthorized indirect human consumption circuit.
