Jeju activates procedure for its first heat-related aquaculture mortality of 2026

The death of approximately 21,000 Japanese flounders in two fish farms raises alarms about the impact of high temperatures in South Korea's main producing region. The definitive cause and potential financial aid remain dependent on health analyses.

The South Korean province of Jeju has initiated the procedure to determine whether the death of approximately 21,000 Japanese flounders (Paralichthys olivaceus) constitutes the first episode of high-temperature damage recorded in its aquaculture industry during 2026.

The deaths occurred in two land-based fish farms located in Daejeong, Seogwipo City. The facilities reported the initial casualties on July 24 and were jointly inspected by provincial technicians, municipal officials, and the National Institute of Fisheries Science of South Korea (NIFS).

Initial assessments placed the loss at around 9,000 fish, but a subsequent recount raised the figure to approximately 21,000 specimens. The fish had an average weight close to 700 grams and were still in an intermediate grow-out phase. The preliminary value of the losses was calculated at around 92 million won, equivalent to approximately USD 66,000.

When the incident was reported, sea surface temperatures near the facilities were around 27 °C. Authorities believe that accumulated heat and rising water temperatures may have subjected the fish to severe thermal stress. Jeju is undergoing a prolonged heatwave, while the NIFS maintains an active monitoring system and published a new national high-temperature marine warning bulletin on July 29.

However, the causal relationship is not yet definitive. Samples collected from the facilities are currently being analyzed to rule out disease. If testing identifies a pathogen as the primary cause, the losses will not be officially recognized as a temperature-induced disaster.

The final decision regarding the classification of the incident and potential recovery aid must also be reviewed by the fisheries disaster evaluation committee of the Ministry of Oceans and Fisheries.

A recurring risk for Jeju's primary species

The Japanese flounder—commonly referred to as gwang-eo in Korea and also marketed as hirame—is one of the flagship species of South Korean aquaculture. Jeju concentrates a substantial portion of national production through land-based facilities that pump seawater into culture tanks.

This reliance on coastal water leaves farms exposed to prolonged periods of warming, especially in facilities with limited capacity to regulate water temperature. Thermal increases reduce available oxygen, alter feed intake, and weaken the immune response of fish, raising the risk of mortality and secondary infections.

Historical records highlight the economic dimension of the problem. According to provincial data reported by Yonhap, approximately 1.8 million flounders died across 62 fish farms in Jeju in 2025, with estimated losses reaching 5.2 billion won (USD 3.73 million). In 2024, casualties reached 2.215 million fish across 78 facilities, generating damages close to 5.3 billion won (USD 3.80 million).

The recurrence of events of this magnitude is making water temperature a critical variable for production planning. Beyond direct losses, fish mortalities increase disposal costs, disease management expenses, and restock operations, potentially reducing market availability in subsequent harvest cycles.

Increased monitoring on farms

Jeju has strengthened monitoring across aquaculture facilities and sea temperature tracking as the heatwave continues. Recommendations issued to producers include testing water parameters more frequently, adjusting feeding regimes, rapidly removing dead fish, and minimizing other stress factors inside the tanks.

The case currently represents a confirmed mortality event with thermal damage under evaluation. Its official status as the first heat-induced aquaculture disaster of 2026 will depend on diagnostic test results and administrative reviews.
