South Korea Raises High-Temperature Alert Level and Activates Daily Aquaculture Surveillance

The Government declared the “alert” level after eight areas along the western, southern, and Jeju coasts reached or approached the 28 °C threshold. Farms must reduce feeding, adjust densities, and prepare early harvests to prevent mortality.

South Korea raised its marine high-temperature response system and launched daily surveillance of aquaculture areas after rising water temperatures triggered advisories across eight coastal areas.

The Ministry of Oceans and Fisheries declared the “alert” level at 18:00 hours on July 21, following advisories issued two hours earlier by the National Institute of Fisheries Science for inner areas of the Yellow Sea and the southern coast, as well as sectors of Jeju Island.

 

The South Korean emergency scale comprises five levels: attention, caution, alert, emergency 1, and emergency 2. The new classification does not yet imply a disaster or confirm widespread mortalities, but it mandates intensified prevention and on-the-ground monitoring.

Advisories are activated when the temperature in a marine area reaches or is projected to reach 28 °C. Official measurements on July 20 included 28.2 °C in Hampyeong-Seokdu, 28 °C in Jangheung-Sachon, 27.8 °C in Yeosu-Yeojado, and 27.6 °C in Yeosu-Sinwol.

The Government noted that the alert arrived twelve days later than in 2025 because a prolonged rainy season initially delayed the temperature rise. However, that lag does not eliminate the risk of rapid warming over the coming weeks.

 

Daily Surveillance and Emergency Measures

The Ministry activated a national response team tasked with daily reviews of temperature trends and farm conditions. Simultaneously, technicians from the National Institute of Fisheries Science and local governments will visit facilities to tailor measures to each species and production system.

Recommendations include reducing or temporarily suspending feeding, checking oxygenation and pumping systems, lowering stocking density, and preparing early harvests. Where circumstances require, emergency releases may also be evaluated.

Feed reduction is a preventive measure: under excessive temperatures, fish can experience stress, consume less oxygen, and display a reduced capacity to metabolize feed. Continuing standard feeding routines can deteriorate water quality and aggravate health risks.

The alert may therefore impact not only animal survival but also growth rates, harvest schedules, and temporary aquafeed consumption. Sufficient data is not yet available to quantify this effect on South Korean demand for fishmeal or fish oil.

 

Jeju Protects Its Olive Flounder Farms

Attention is focused particularly on Jeju, one of South Korea's main hubs for the production of olive flounder (Paralichthys olivaceus).

A farm visited by public broadcaster KBS reported that the water used to raise flounder had reached 26 °C, compared to an optimal cultivation temperature of approximately 20 °C. Farms were increasing the supply of liquid oxygen and utilizing nutritional supplements to reduce stress and support the immune response of the fish.

Jeju is also maintaining emergency intervention teams and testing systems to draw cooler water into facilities from offshore areas.

The risk carries significant economic precedent. According to KBS, flounder mortalities caused by high temperatures exceeded 5 billion won—approximately USD 3.6 million—in each of the last two years. That figure corresponds to previous seasons and does not represent confirmed losses in 2026.

 

Risk to Production, Costs, and Market

Warming can simultaneously increase expenditure on electricity, pumping, oxygenation, and preventive treatments. If temperatures continue to rise, some producers may advance their harvests, temporarily increasing fish supply before reducing availability in subsequent months.

The consequences will depend on the duration of the event, nighttime temperatures, and each farm's capacity to renew and oxygenate water. For now, South Korea remains in a phase of heightened prevention rather than assessing official damage totals.

The next decisive indicators will be the potential geographic expansion of advisories, escalation to a higher emergency level, and the first official reports regarding mortality or early harvests.

济州岛保护其牙鲆养殖场
