Norwegian Mackerel Exports Hit by Supply Shortage in March

Sharp decline in volume and falling prices signal challenges for one of Norway’s key seafood exports

Norway exported 7,200 tonnes of mackerel worth 370 million NOK in March 2026, according to the Norwegian Seafood Council. This represents a drop of 61 million NOK (14%) in value compared to March 2025, while export volume fell dramatically by 45%.

The decline is largely attributed to limited availability of mackerel. During the 2025/2026 fishing season—spanning August to January—only 183,000 tonnes were landed in Norway, marking a steep 44% decrease from the previous season.

“Exports are clearly being affected by reduced supply,” said Jan Eirik Johnsen, head of pelagic species at the Norwegian Seafood Council. He noted that while mackerel prices saw a historic surge up until November 2025, the trend has shifted. Since December, prices for whole frozen mackerel—by far the largest export category—have shown a slight but consistent decline.

South Korea remains the dominant market for Norwegian mackerel, importing more than twice the volume of Vietnam, the second-largest destination, so far this year. However, concerns are emerging even in this stronghold.

“Norwegian mackerel holds a particularly strong position in the Korean market, but there are growing warning signs related to prices, which have risen sharply and quickly,” Johnsen added.

In a notable shift, exports of herring from Norway to Japan have, for the first time, surpassed those of mackerel. This unprecedented development reflects both declining mackerel exports and increasing demand for herring.

 

“The change is mainly due to the drop in mackerel exports, but also because herring exports are rising,” explained Johan Kvalheim, the Norwegian Seafood Council’s representative in Japan. “There is growing interest in Norwegian herring in Japan. With limited mackerel supply and high prices, many buyers are seeking affordable, high-quality alternatives within the seafood category—and Norwegian herring is benefiting from this trend.”
