U.S. Intensifies Crackdown on Asian Shrimp Imports, Targeting Over 1,000 Exporters in Sweeping Trade Review

The United States has launched a major new administrative review of shrimp imports from Asia, signaling a tougher stance on trade enforcement that could ripple across the global seafood industry. The move, announced by the U.S. Department of Commerce, targets exports from India, Vietnam, Thailand, and China and places more than 1,000 companies under scrutiny, adding 199 Chinese companies, including Guolian, Ruichi, and Qinfu, to the list.

The review covers shipments made between February 1, 2025, and January 31, 2026, and is part of Washington’s ongoing effort to address concerns over alleged unfair pricing practices in the shrimp trade.

Massive Industry Scope

Preliminary figures show that India accounts for the largest share of companies under review with 394 exporters, followed by Vietnam with 299, while Thailand and China each have 199 companies included. Officials note that the final number of firms subject to detailed examination could decrease as the process advances.

Among the companies named are several of the region’s biggest seafood exporters, including Sandhya Marine and Avanti Frozen Foods from India; Minh Phu, Stapimex, and Sao Ta Foods from Vietnam; Thai Union and Charoen Pokphand Group from Thailand; and Chinese firms such as Guolian Aquatic Products, Dongshan Aquatic Products, Zhangzidao Group, and Hainan Qinfu Foods.

Domestic Pressure Drives Action

The review was initiated following a petition by key U.S. industry groups, including the U.S. Shrimp Processors Association, the Shrimp Trade Action Committee, and the American Shrimp Fisheries Federation. These organizations argue that a surge of low-priced imported shrimp has undercut domestic producers and fishermen.

In its filing, the American Shrimp Fisheries Union claimed that exporters “may have sold products to the U.S. market at prices below ‘normal value’ during the review period,” adding that such practices could still be ongoing.

Economic Stakes and Trade Impact

Administrative reviews are a standard feature of the U.S. antidumping system, allowing authorities to reassess import pricing and subsidy practices annually. However, the scale of this review makes it particularly significant.

If dumping or unfair subsidies are confirmed, the Department of Commerce will impose revised duties, potentially increasing tariffs by substantial margins. These decisions will not only determine the final tax liabilities for past shipments but also set new cash deposit rates for future exports.

Analysts say the outcome could have far-reaching consequences. The U.S. is one of the world’s largest shrimp importers, with annual imports valued at over $6 billion, and any shift in tariffs could alter sourcing strategies, redirect trade flows, and push up prices for consumers.

Global Supply Chain Implications

Industry experts warn that stricter U.S. trade measures may accelerate a broader realignment in seafood supply chains. Exporters facing higher duties could seek alternative markets in Europe, Japan, or the Middle East, while U.S. buyers may diversify suppliers or increase domestic sourcing.
