ASC Opens 60-Day Consultation on Strengthening Seafood Supply Chain Standards

Proposals Cover Human Rights, Humane Slaughter and Food Safety Across Certified Operations

The Aquaculture Stewardship Council (ASC) has launched a 60-day public consultation beginning 2 March 2026 on proposed revisions to its Chain of Custody (CoC) Module, marking a significant step in reinforcing social responsibility and animal welfare standards throughout the global seafood supply chain.

The consultation forms part of ASC’s broader strategy to uphold strong human rights, humane slaughter practices, and food safety protections across the value chain. It also underscores the organisation’s commitment to maintaining robust assurance systems and engaging meaningfully with stakeholders.

The proposed revisions aim to introduce new requirements on human rights and humane slaughter, while strengthening food safety provisions. At the same time, ASC intends to maintain alignment with the Marine Stewardship Council (MSC) CoC Standard wherever possible.

Focus on Practical Feasibility

The consultation will specifically test the feasibility of the proposed draft Module, with ASC encouraging feedback from:

  • Supply chain companies

  • Auditors

  • Retailers

  • Environmental, welfare and social NGOs

  • Union and worker representatives

The revised Module outlines updated requirements for CoC certificate holders and conformity assessment bodies (CABs). It also invites input on additional traceability and conformance measures designed to enhance supply chain transparency.

Wendy Banta, Head of Supply Chain Assurance at ASC, said:

“We are proposing requirements that respect and promote human rights using a risk-based verification approach. We also want to ensure slaughter is conducted humanely when it occurs beyond the farm and maintain food safety while also keeping the programme workable for businesses and aligned with existing standards.

We’re keen to hear from stakeholders on whether these proposals are feasible in practice and how they can best support credible, transparent and responsible supply chains.”

Building on 2025 Stakeholder Feedback

The new consultation follows a preliminary stakeholder engagement conducted in 2025, which explored the overall direction of the Module update. That initial process generated 106 responses from across the value chain, including supply chain companies, retailers, auditors and NGOs.

Key Areas Under Consultation

1. Human Rights Protections

ASC proposes introducing a simplified supply chain Code of Conduct on human rights, aligned with its Farm and Feed Standards.

Rather than relying solely on routine third-party social audits, the updated framework would adopt a risk-based verification model, including:

  • Document-based human rights checks conducted by CoC auditors

  • Risk-based unannounced assessments

  • Greater transparency of human rights practices

  • Clear remediation processes

2. Humane Slaughter Requirements

The revised Module would introduce humane slaughter requirements where slaughter takes place beyond the farm, extending animal welfare protections further along the supply chain.

3. Food Safety Modifications

Food safety requirements would remain mandatory but would be revised to improve implementation.

Key proposed updates include:

  • Moving food safety from an eligibility requirement into a specific clause within the standard

  • Recognising acceptably equivalent schemes, including Japan Food Safety Management B

  • Raising the exemption threshold from €2 million to €10 million in annual turnover

4. Fraud Prevention and Traceability

Guidance on fraud vulnerability assessments would be simplified, including the introduction of an optional template aimed at supporting smaller or less experienced companies.

Traceability and conformance measures would continue to align with MSC Chain of Custody rules where possible. Additional integrity measures under consideration include:

  • Collection of geographic coordinates for certified sites

  • The ability to apply conditions when ineligibility criteria are triggered

Parallel Review at MSC

The Marine Stewardship Council (MSC) is also conducting a review of its CoC Standard to ensure it remains relevant, credible and accessible. A separate 60-day public consultation on MSC’s proposed revisions is scheduled to open in mid-March 2026.

Stakeholders wishing to participate in ASC’s consultation on supply chain requirements can complete the official survey during the 60-day review period.

実務上の実現可能性に焦点

本協議では、改訂草案モジュールの提案内容の実務上の実現可能性を具体的に検証します。ASCは以下の関係者からの意見提出を強く奨励しています。

2025年の利害関係者フィードバックを踏まえて

今回の協議は、モジュール改訂の方向性全体について検討した2025年の予備的な利害関係者協議に続くものです。この初回プロセスでは、サプライチェーン企業、小売業者、監査機関、NGOなど、バリューチェーン全体から106件の回答が寄せられました。

協議の主な分野

1. 人権保護

ASCは、Farm and Feed Standardsと整合した簡素化されたサプライチェーン向け人権行動規範の導入を提案しています。

従来の定期的な第三者社会監査のみに依存するのではなく、更新された枠組みではリスクベースの検証モデルを採用し、以下を含みます。

  • CoC監査員による文書ベースの人権確認

  • リスクに基づく抜き打ち評価

  • 人権慣行の透明性向上

  • 明確な是正プロセス

2. 人道的と畜要件

改訂モジュールでは、と畜が養殖場外で実施される場合に適用される人道的と畜要件を導入し、サプライチェーンのさらなる段階まで動物福祉保護を拡大します。

3. 食品安全の修正

食品安全要件は引き続き必須とされますが、実施を容易にするため改訂されます。

咨询重点领域

1. 人权保护

ASC提议引入与其Farm and Feed Standards保持一致的简化版供应链人权行为准则

更新后的框架不再仅依赖常规第三方社会审核,而是采用基于风险的验证模式,包括:

  • 由CoC审核员开展的文件类人权审查
